Air Force prototype request for an Extreme Loads Tire Force Machine

**Buyer:** AETC PKP Procurement Branch
**Posted:** November 02, 2026
**Respond By:** December 02, 2026
**Identifier:** FA9101279ELTFM
**NAICS:** 334519, 333514

The Department of the Air Force is seeking white papers for a prototype tire-force testing system to address demanding vertical and lateral load requirements.
- **Buyer and location:** Air Force Test Center, 704th Test Group Aerospace Survivability and Safety Office (OL-AC); installation and commissioning would be at Wright-Patterson AFB, Ohio.
- **Requested capability:** One Extreme Loads Tire Force Machine (ELTFM), a high-capacity, multi-axis dynamic test machine intended to replace the legacy Tire Force Machine and bridge high-speed dynamometer force testing and static load presses.
- **System elements:** High-load frame and table, precision force and displacement sensors, real-time data acquisition and controls, and a custom cantilevered carriage mounting socket compatible with the Joint Multi-Purpose Dynamometer (JMPD) and 168-inch Internal Dynamometer.
- **Work structure:** Base work covers Prototype A design, interface architecture, and design reviews through Critical Design Review (CDR). Optional, unfunded work covers Prototype E manufacturing, installation, acceptance testing, and commissioning.
- **Response and access requirements:** White papers are due December 2, 2026, at 4:00 p.m. CST. Responses should demonstrate technical capability and statutory eligibility and include base pricing and rough-order-of-magnitude estimates for optional work. Controlled requirements documents require a company CAGE code, CMMC Level 2 (Self) confirmation, and JCP certification; documents are provided through DoD SAFE.
- **Other requirements:** Government Purpose Rights are required for specified interfaces and the custom carriage socket. No OEM, vendor, model number, or contract value is identified.

### Description

<p>To: AEDC Velocity Alliance Consortium and Industry Partners via SAM.gov<br />
Project Title: Extreme Loads Tire Force Machine (ELTFM)<br />
Contracting Organization: AFTC/PZ (Arnold)<br />
Applicable NAICS Code:&nbsp;334519 &ndash; Other Measuring and Controlling Device Manufacturing&nbsp;(Physical Properties Testing Equipment)<br />
Applicable PSC Code: 6635 &ndash; Physical Properties Testing and Inspection Equipment<br />
Acquisition Authority: 10 U.S.C. &sect; 4022 &ndash; Other Transaction Authority for Prototypes<br />
Offerors may recommend an alternate NAICS or PSC code for consideration.</p>

<p>The 704th Test Group (704 TG) Aerospace Survivability and Safety Office (OL-AC) at Wright-&nbsp;Patterson AFB, Ohio, requires an advanced, state-of-the-art testing capability to replace its&nbsp;legacy Tire Force Machine (TFM). Currently, the legacy system cannot meet the high vertical&nbsp;and lateral load requirements of current tire test profiles.<br />
<br />
To bridge this critical testing gap, the Government is initiating the Extreme Loads Tire Force&nbsp;Machine (ELTFM) prototype project. The ELTFM is conceived as a unique, high-capacity&nbsp;dynamic test machine designed to bridge the operational gap between high-speed dynamometer&nbsp;force testing and static load presses.</p>

<p>See request for white paper attached for details.</p>

<p><strong>NOTE: The requirement documents for this effort are marked Distribution D and/or Export Controlled. For access to these documents, please provide your company&#39;s CAGE to the POCs listed. Once CMMC Level 2 (Self) and JCP certification are confirmed, the documents will be sent via DoD SAFE.</strong></p>
