DVRPC is seeking planning and engineering services to assess safe, accessible pedestrian and bicycle crossings of the Schuylkill River between West Conshohocken and Conshohocken.
- **Government buyer:** Delaware Valley Regional Planning Commission (DVRPC), Community Planning department, on behalf of West Conshohocken Borough in partnership with Conshohocken Borough; the study area is in Montgomery County, Pennsylvania.
- **Opportunity:** Schuylkill River Pedestrian and Cyclist Bridge Feasibility Study, solicitation 27-67-108. The lead consultant must be prequalified in TCDI Category 5, Transportation and Infrastructure Planning.
- **Work requested:** Project coordination and TCDI administration; existing-conditions assessment and GIS mapping; public, stakeholder, and agency engagement; alternatives analysis; conceptual recommendations; planning-level cost estimates; and an implementation and funding strategy. Deliverables include technical memoranda, engagement materials, maps and engineering exhibits, an alternatives comparison, a preferred-alternative concept plan, cost and implementation materials, and draft and final feasibility studies with presentation materials.
- **Alternatives and key requirements:** Evaluate a pedestrian/bicycle facility attached to or beneath the existing Matsonford Road Bridge, at least two distinct crossing alternatives that do not use that bridge, and a no-build option. Assess engineering and structural feasibility, accessibility, safety, connectivity, property and right-of-way, environmental and waterway constraints, utilities, permits, constructability, maintenance, costs, and implementation. Public involvement must meaningfully engage both boroughs, and applicable digital accessibility requirements must be addressed.
- **OEMs and products:** No OEMs, manufactured products, part numbers, or product quantities are identified; this is a professional-services requirement.
- **Budget information:** An attached budget-proposal summary reports a total project amount of $2,700 and calls for costs to be broken out by labor, fringe/overhead, fixed fee, direct expenses, and subconsultants. Treat this as the amount stated in that attachment, not as an independently validated contract estimate.

### Description

DVRPC seeks proposals for professional planning and engineering services to prepare a feasibility study of pedestrian and bicycle crossings over the Schuylkill River between West Conshohocken Borough and Conshohocken Borough. The study must assess a facility attached to or beneath the existing Matsonford Road Bridge and at least two distinct crossing alternatives that do not use that bridge, as well as a no-build alternative. Work includes existing-conditions assessment, community and stakeholder engagement, alternatives analysis, conceptual recommendations, planning-level cost estimates, and an implementation strategy. The final study will support selection of a preferred alternative for future engineering, environmental review, permitting, and construction funding; all TCDI-funded work must be completed by June 30, 2028.
