GSA’s justification describes a sole-source bridge continuation of the USMC 4th Party Logistics (4PL) supply-chain program while a competitive NextGen II acquisition proceeds.
- **Action:** GSA recommends three bridge BPAs under one Contractor Team Arrangement (CTA), continuing the existing USMC 4PL solution.
- **Awardees:** The existing CTA awardees are MSC Industrial Direct Co., Inc., L C Industries, Inc., and OSC Solutions, Inc.
- **Services and locations:** Continue supply-chain, retail, and product management and delivery at USMC locations in the continental United States, Hawaii, and Japan. Supported settings include brick-and-mortar retail operations, tool cribs, issue points, and virtual retail.
- **Bridge rationale:** The bridge is described as a logical follow-on to a previously competed FSS order and is intended to maintain continuity of supply and retail services while GSA pursues a new competitive acquisition.
- **Pricing and ordering:** Existing catalogs, pricing, and flat-rate discount structures remain unchanged. Purchases are to use customer-agency funding.
- **Period:** Three-month base period plus one three-month option period, for an estimated bridge duration of up to six months. The existing BPAs’ exercised six-month extension runs July 26, 2026, through January 25, 2027.
- **Estimated total value:** $92,644,112. The justification is dated October 20, 2026.
