Market research for Eareckson Air Station fire alarm system replacement and standardization

**Buyer:** W2SN ENDIST Alaska
**Posted:** October 26, 2026
**Respond By:** November 16, 2026
**Identifier:** W911KB27RWP12
**NAICS:** 238210, 238290, 541330, 236220

USACE Alaska District is gathering industry input on repairing and replacing fire alarm systems at Eareckson Air Station on remote Shemya Island, Alaska.
- **Opportunity status:** This is an RFI and market-research notice, not a solicitation or award. Participation is voluntary, and the Government has not committed to an award.
- **Scope:** Replace and standardize fire alarm systems across approximately 45 buildings. Existing systems are a mix of conventional panels, many more than 25 years old and no longer manufacturer-supported.
  - The contemplated solution is a wireless or hybrid addressable system, including wireless devices and gateways or repeaters for site-wide coverage, limited hard-wired elements where needed, and integration with supervisory and monitoring systems.
  - The updated Government response says the project intends to standardize on Monaco systems. Specialty detection is also contemplated for hazardous Class I fuel-system locations.
  - Remove existing control panels, initiating devices, notification appliances, conduit, and wiring.
- **Operating conditions and requirements:** The solution must suit sub-Arctic maritime conditions, high winds, salt corrosion, severe isolation, and possible interference from military radar and telemetry systems. It should support maintenance by local installation staff without requiring off-island technicians. Requirements include applicable UFC 3-600-01, NFPA 72, life-safety, and cybersecurity provisions; the effort also includes RF analysis, design, training, testing, commissioning, and phased turnover.
- **Acquisition approach:** USACE anticipates Progressive Design-Build under an Other Transaction Agreement pursuant to 10 U.S.C. § 2808a. The proposed two-phase process begins with collaborative design and cost development; final design and construction would proceed only if authorized at an accepted Guaranteed Maximum Price or Firm-Fixed-Price. The Government retains an off-ramp if agreement or approvals are not achieved.
- **Estimated magnitude and schedule:** $27 million–$33 million. Design is targeted to start in FY27, construction in FY28, and completion by FY30.
- **Response information and update:** Responses are requested through the market-research questionnaire, preferably using the Microsoft Forms link or alternatively by email to the listed USACE contacts. The response deadline remains 16 November 2026. The 30 October 2026 update added Government answers to industry questions and says further responses will be posted weekly.

<p><strong><u>REQUEST FOR INFORMATION (RFI) / MARKET INTELLIGENCE NOTICE</u></strong></p>

<p><strong>Notice:&nbsp; This is a Request for Information (RFI) for market intelligence and for informational purposes only. This announcement does not constitute a Solicitation or a Request for Proposal (RFP), and no solicitation is currently available. Participation in this RFI is strictly voluntary. The Government will not be obligated to award any agreement or contract because of this RFI, nor will it reimburse respondents for any costs associated with the preparation or submission of information. Submitting a response will not affect a firm&rsquo;s ability to submit a proposal should a formal solicitation be issued in the future.</strong></p>

<p><strong>NAICS Code:</strong>&nbsp;236220 &ndash; Commercial and Institutional Building Construction<br />
<em>(Note: While Other Transaction Authority is not subject to FAR-based small business regulations, this NAICS code is provided for market research to help the Government understand the size and demographics of the interested industrial base.)</em></p>

<p></p>

<p><strong>Small Business Size Standard:</strong>&nbsp;$45 Million</p>

<p><strong><u>PROJECT OVERVIEW</u></strong><br />
The U.S. Army Corps of Engineers (USACE), Alaska District, has a requirement for the site-wide repair and replacement of fire alarm systems at Eareckson Air Station (Shemya Island, Alaska). The project will replace aging and non-compliant fire alarm systems across multiple facilities to meet current UFC 3-600-01, NFPA 72, and life-safety requirements. Existing systems are outdated or non-functional, creating risk to personnel and mission on this remote installation.</p>

<p>The Government is now pursuing a wireless (or hybrid wireless) fire alarm architecture that significantly reduces or eliminates the need for extensive buried fiber optic infrastructure, thereby addressing the primary cost driver while achieving full code compliance.</p>

<p><strong>Key project components include:</strong></p>

<p>&bull; Demolition of existing fire alarm control panels, initiating devices, notification appliances, conduit, and wiring across affected buildings</p>

<p>&bull; Installation of a new wireless/hybrid addressable fire alarm system, including wireless devices, gateways/repeaters for campus-wide RF coverage, limited residual hard-wired elements only where essential, and integration with supervisory/monitoring capabilities</p>

<p>&bull; RF coverage analysis, specialty detection in hazardous (Class I) locations associated with fuel systems, cybersecurity compliance, multi-shift training, testing, commissioning, and phased turnover</p>

<p>&bull; Phased execution by building or geographic area to accommodate remote-island logistics and minimize operational impact</p>

<p></p>

<p><strong>Estimated Acquisition Magnitude</strong>:&nbsp;Between $27M and $33M</p>

<p><strong>Planned Acquisition Strategy</strong>: Anticipated to utilize Progressive Design Build via Other Transaction Authority (OTA)</p>

<p>The Alaska District is conducting market intelligence to assess industry capability and interest in supporting this effort utilizing an Other Transaction (OT) Agreement under the authority of 10 U.S.C. &sect; 2808a, Facility Construction or Repair: Transactions Other Than Contracts and Grants. This authority is distinct from the Department of Defense prototype OT authorities commonly associated with 10 U.S.C. &sect; 4021 and 4022. This authority is intended for military construction and repair projects that involve testing and experimentation associated with new and emergent construction technologies to achieve potential benefits such as enhanced mission resilience, improved installation support, or cost and schedule reduction. The anticipated delivery method is Progressive Design-Build.</p>

<p></p>

<p><strong>Design and Pre-Construction Services</strong> - The OT Awardee shall assist the Government collaboratively in advancing the wireless/hybrid fire alarm design, performing RF coverage analysis and site investigations, supporting the UFC waiver process, validating and refining project requirements, and developing progressively more detailed open-book cost and schedule information. Design is expected to advance from approximately 0&ndash;15% at award to an agreed interim milestone (target approximately 65%) sufficient for reliable Guaranteed Maximum Price (GMP) development.<br />
&nbsp;</p>

<p><strong>Final Design and Construction </strong>- Upon reaching an agreed-upon level of design, the Awardee will propose a Guaranteed Maximum Price (GMP) or Firm-Fixed-Price for final design and construction. If the price is accepted and required funding/approvals (including UFC waiver status) are in place, the Government will authorize Phase 2 execution via modification. Construction is expected to be authorized in staggered packages by building or geographic area to allow early turnover of priority facilities. If a fair and reasonable price cannot be agreed upon, or if other conditions prevent proceeding, the Government retains an &ldquo;off-ramp&rdquo; to complete the project via alternative methods while retaining rights to the design developed during Phase 1.</p>

<p></p>
