NCIA is conducting market research for a future NATO ballistic missile defence tactical battle management capability and is seeking industry feedback on the planned system and its supporting services.
- **Opportunity:** A phased Ballistic Missile Defence (BMD) Tactical Battle Management (TBM) system for NATO Integrated Air and Missile Defence, including implementation, in-service support, and enhancements. The notice and requirement materials describe planning for a future acquisition; the attachment’s industry-feedback activity is market research, not a solicitation.
- **Planned capability:** An initial operational capability based on an existing commercial off-the-shelf (COTS) product, followed by full capability and integration with the e-AirC2 Data Layer. Optional work includes capability evolution and in-service support after Final System Acceptance.
- **Services:** The scope includes surveillance and sensor data, engagement and threat assessment, weapon and sensor resource monitoring, trajectory calculations, tasking and defence-design processing, tactical data links and external interfaces, operator tools, security, system management, training, and related services. See the line items for the complete service list.
- **Schedule:** Indicative project start is January 2028. Phase 1 deployment and operational acceptance are planned for T0+9 and T0+12 months; Phase 2 for T0+28 and T0+31 months. Optional capability evolution is indicated for July 2030–July 2035. Optional support may begin July 2031 and extend to July 2034, 2037, or 2040.
- **Eligibility:** Participating NATO-country companies may participate. U.S. firms need an active U.S. facility, a Facility Security Clearance of SECRET or higher, NATO Competitive Procurement approval, a project-specific Declaration of Eligibility (DOE), and registration in NCIA’s Neo eProcurement system. The notice also invites industry input and lists information needed for NCP approval.
- **Industry engagement:** A workshop is scheduled for 17–19 November in Izmir, Türkiye; the notice does not specify the year. Firms unable to attend are invited to provide information.
- **Suppliers and quantities:** No OEM, named commercial vendor, product part number, or purchase quantity is identified. The system is described as using an existing COTS product for the initial capability.
- **Value:** No government estimate is provided; any value range is an uncertain planning estimate for a multi-phase defense software, integration, and support effort.
