The Department of the Air Force is seeking whitepapers for an integrated navigation and Navigation Warfare simulation system at Holloman AFB.
- **Government buyer**
 - Department of the Air Force, Headquarters Air Force Test Center (AFMC), AFTC/PZIA (Arnold).
 - The effort supports the PNT Simulation Laboratory and Navigation Test and Evaluation Laboratory (NavTEL) at Holloman AFB.
- **Requested system**
 - One Advanced Navigation Simulation Environment Laboratory (ANSEL) system: an integrated hardware-in-the-loop simulation system comprising instruments, simulators, control computers, and combiner matrices in modular 19-inch racks with casters.
 - No OEMs, commercial vendors, product models, or part numbers are identified in the provided materials.
- **Engineering and integration work**
 - System lifecycle engineering and design, requirements and design reviews, procurement and fabrication, laboratory integration, checkout, testing, commissioning, installation, training, and project closeout.
 - Required capabilities include phase-coherent multi-constellation GNSS and alternative RF simulation, simulated inertial and discrete data, deterministic six-degree-of-freedom testing, automated RF phase calibration, and verification and validation, including cyber-resiliency evaluation.
 - Acceptance activities include Factory and Site Acceptance Testing, Functional and Physical Configuration Audits, and demonstration of automated system-level RF-path phase calibration.
- **Notable requirements**
 - Respondents must address unlimited data rights and cybersecurity/CMMC requirements.
 - The Statement of Objectives is controlled unclassified information; access is subject to submission of a CAGE code and confirmation of NIST/CMMC status.

INTRODUCTION AND PURPOSE
The primary objective of the Advanced Navigation Simulation Environment Laboratory (ANSEL) acquisition effort is to obtain comprehensive engineering, technical, and integration support to modernize the Position, Navigation, and Timing (PNT) and Navigation Warfare (NAVWAR) simulation capabilities within the Holloman AFB PNT Simulation Laboratory. This effort replaces obsolete equipment and outdated software within the Navigation Test and Evaluation Laboratory (NavTEL) to establish a state-of-the-art testing environment.

See attached RWP letter for details.

NOTE: The Statement of Objectives (SOO) for this effort is marked as Controlled Unclassified Information (CUI). To request access to the SOO, please email your CAGE to haley.smith.10@us.af.mil. Once NIST/CMMC status is confirmed, the docuement will be sent via DoD SAFE.
