EPA Region III plans a sole-source purchase from Apex Instruments, Inc. to maintain its APEX Air Pro environmental-monitoring fleet.
- **Buyer and contracting approach**
  - U.S. Environmental Protection Agency (EPA), Region III Contracts Branch.
  - Notice of intent for a sole-source, firm-fixed-price commercial purchase from Apex Instruments, Inc.; this is not a competitive solicitation.
  - EPA identifies Apex as the exclusive North American distributor and certified warranty service provider for the products.
- **Requirement**
  - 25 one-year APEX Air Pro Data Starter Package renewals and 1 one-year administrative account renewal.
  - 11 A1-NO2-A nitrogen dioxide replacement cartridges, with a measurement range of 0–5,000 ppb.
  - 8 A1-VOC-A volatile organic compounds replacement cartridges, with a measurement range of 0–3,000 ppb.
  - Cartridges are proprietary and factory-calibrated; the notice describes hot-swapping and automatic configuration without manual field calibration.
- **Compatibility and sole-source rationale**
  - EPA cites compatibility with its existing APEX Air Pro hardware, proprietary software and telemetry, data-ingestion systems, and cloud-mapping workflows.
  - EPA states that substitutes would not meet its compatibility and calibrated-measurement requirements.
- **Value and timing**
  - The attachment estimates the total purchase value at $41,000.
  - The 25 data-service renewals and the administrative renewal each cover 12 consecutive months beginning on the effective date; cartridge performance dates are not specified.
  - Capability responses are due November 3, 2026, at 4:00 p.m. EST. Interested sources may submit information for EPA to consider whether competition is appropriate.
