DLA is conducting market research for a potential requirements contract covering 641 NSNs.
- **Government buyer:** Defense Logistics Agency (DLA), DLA Land Columbus, Weapons Support (Columbus).
- **Potential procurement:** A requirements contract covering 641 NSNs. This is market research only; no solicitation is being issued at this time.
- **Named approved sources / potential OEMs:** **AMZ Alabama** and **BAE Systems Land & Armaments** are identified as approved sources for some or all of the NSNs. The notice also lists associated CAGE codes 80212, 6W728, AC90N, and 54786, without specifying which codes correspond to which source.
- **Items:** The individual products, part numbers, drawing numbers, and quantities are not provided in the notice text; they are referenced in an attachment that was not supplied. The 641 figure is the number of NSNs, not a stated purchase quantity.
- **Notable requirements:** Interested firms are asked to identify their capabilities and the manufacturer and part number they would supply. Authorized-distributor letters may be requested where applicable, and commercial invoices are sought to help assess commerciality. Some items use source-controlled drawings; firms proposing alternate sources must follow the cited DLA procurement note.

### Description

***Sources Sought***

NO SOLICITATION IS BEING ISSUED AT THIS TIME.
This is not a request for either a quote or proposal. This announcement is considered market research in accordance with FAR Part 10. The purpose of this synopsis is to identify qualified companies capable of performance on a solicitation for the NSNs included in the attached market research spreadsheet. There is a total of 641 NSNs, all of which show AMZ Alabama (076M6) and/or BAE Systems Land & Armaments (06085) or their affiliated companies CAGE(s) 80212, 6W728, AC90N, and 54786 as the approved source or one of the approved sources. The corresponding part number(s) and/or drawing number(s) for each NSN are listed in the Excel spreadsheet attached to this notice.

Submittal Information
All responsible sources are invited to respond. Interested firms should submit a brief capabilities statement that clearly demonstrates the ability to provide the items indicated. The capabilities brief should include, at a minimum, the following:
• Company name, address and point of contact with telephone, fax and email information.
• Company DUNS, CAGE Code, business size and socio-economic classification.
• The name and part number of the manufacturer whose product you would be supplying (city and state).
• Authorized Distributor Letter(s) if supplying material of approved manufacturer.
• Brochures and descriptive literature for the products described above, invoices if considered to be a commercial item.

The statement of interest and capability should be forwarded to the Acquisition Specialist at Email: scott.knowles@dla.mil.

As this is only a request for information, companies may respond via email. Responses to this Request for Information (RFI) are not considered offers and cannot be accepted by the Government to form a binding contract. This RFI is for market research purposes only. Any information submitted is at the company's own expense. The Government will not reimburse respondents for any costs associated with submission of capability statements in connection with the market survey. Any information provided is voluntary.

DLA Weapons Support (Columbus) is considering a solicitation, and subsequent Award, of an Indefinite Quantity Requirements Contract for the item(s) on the attached MR Sources Sought spreadsheet. The resultant IQC could potentially range from 1 to 10 years in length. The resultant solicitation will be issued either in accordance with FAR Part 12 – Acquisition of Commercial Items or FAR Part 15 – Contracting by Negotiations. To determine if an item is commercial, documentation is needed, (i.e., commercial invoices which show sales history to non-government entities). Based on that documentation, the Government will determine if your items are commercial per the definition found at FAR 2.101(b). Commercial invoices will help the Contracting Officer make that determination. Submit the proof of commerciality (commercial invoices to non-Governmental customers) along with the market research package.

Note: Without adequate proof of commerciality, the acquisition will have to be issued as a non-commercial (FAR Part 15) procurement, which may require Certified Cost and Pricing Data.

Some of these items are governed by a source-controlled drawing. Firms interested in becoming an approved source for the source-controlled NSN must submit the appropriate information as outlined in DLAD Procurement Note L22, Restriction of Alternate Offers for Source Controlled Items (SEP 2017) (https://www.dla.mil/Portals/104/Documents/J7Acquisition/DLAD_ProcurementNotes-Effective_8-30-22.pdf).
