ORNL procurement of medium-scale and tall-build metal L-PBF systems

**Buyer:** UT-Battelle
**Posted:** October 21, 2026
**Respond By:** November 03, 2026
**Identifier:** RFP511373
**NAICS:** 339999, 333517

Oak Ridge National Laboratory is seeking two production-capable metal laser powder bed fusion systems for its manufacturing program.
- **Government buyer:** U.S. Department of Energy (DOE), through Oak Ridge National Laboratory (ORNL), managed by UT-Battelle, LLC; the procurement is for ORNL’s Defense Manufacturing Program Office. Rian Lewis is named in the solicitation materials.
- **OEMs and vendors:** No machine OEM or model is specified; offerors must identify the manufacturer and model. UT-Battelle, LLC is named as ORNL’s managing organization and contracting party.
- **Systems requested:**
 - One medium-scale system with exactly two independently controlled lasers, a square build area of 200–300 mm in X and Y and 300–400 mm in Z, and build-plate heating up to 500°C.
 - One large-scale tall-build system with exactly six independently controlled lasers, a square build area of 400–500 mm in X and Y and 1,600–1,800 mm in Z.
- **Notable technical requirements:** Coordinated multi-laser processing; beam shaping; machine monitoring and data export; a shared or substantially common software workflow across both systems; minimum 20 μm layer thickness; oxygen concentration of 500 ppm or less; qualification builds using Haynes 282; and demonstration that build files and parameter sets can transfer between systems. The tall-build system also requires full-height Z-axis calibration information and details on thermal management, platform loading, powder removal, footprint, mass, facility height, and floor loading.
- **Included scope:** Software and licenses, peripherals, facility and utility planning, documentation, factory and site acceptance testing, delivery and rigging coordination, installation, commissioning, calibration, onsite operator and maintenance training, and warranty-period service and software support. A minimum two-year warranty is required.
- **Testing and safety:** Testing must verify system capabilities and interoperability, including Haynes 282 builds. Laser and hoisting/rigging work requires hazard analysis; Class 3B/4 laser work requires prior ORNL approval.

### Description

The procurement, delivery, installation, commissioning, acceptance testing, documentation, software, and training associated with two (2) metal laser powder bed fusion (L-PBF) additive manufacturing systems. One medium-scale system and one large-scale, tall-build system. The systems are intended to provide complementary build-volume capability and support a substantially common process-development, build-preparation, machine-control, and parameter-management workflow.
