The Department of Veterans Affairs is seeking conference-room and VTC equipment, installation, maintenance, and support for its Austin Information and Technology Center (AITC).
- **Government buyer:** Department of Veterans Affairs (VA), Office of Information & Technology (OIT), Infrastructure Operations; AITC; Technology Acquisition Center, Procurement Services Division.
- **Procurement scope:** A firm-fixed-price BPA covering audiovisual/VTC equipment, installation, preventive maintenance, repairs, and technical support. The equipment schedule includes evaluation quantities, not guaranteed purchases; specific orders and performance periods will be set through individual BPA calls.
- **OEMs and vendors:** **Crestron** is prominent in the requested control, display, networking, and AV-over-IP equipment. Other named manufacturers include Planar, Netgear, Beta Brite, Chief, NEC, Panasonic, Vaddio, Sony, Trendnet, Extron, Logitech (also written “Logitec” in the schedule), JBL, Biamp/Biamp Systems, Clock Audio, OWL Labs, Tripp Lite, Middle Atlantic, Liberty, Samsung, Polycom, and Cisco. Stellar Innovation Solutions is identified as the incumbent, not as an OEM. Offerors must be authorized OEM resellers or distributors.
- **Key requested equipment:** The schedule lists predominantly one each of the products detailed below, including Crestron DGE-1000 or DM-DGE-200-C, TS-1080-GV-B, DM-NVX-360/360C, CP4, and related AV equipment; Planar DirectLight Pro LED modules and video controller; NEC displays; Panasonic camera; Extron, Logitech, JBL, and Biamp conferencing equipment; racks, power accessories, and HDMI cables. The Control 12 C/T speaker line lists quantity 2. Most other listed evaluation quantities are 1. Replacement items are separately priced from maintenance.
- **Crestron substitutions:** DGE-1000 and DM-DGE-200-C are identified as replacements for discontinued DGE-100; TS-1080-GV-B is acceptable in place of discontinued TS-1070-GV-B-S. The Crestron TS-1080-GV-B is expressly acceptable. Planar DirectLight Pro equipment is not part of the existing inventory but may be ordered later under CLINs 0027–0029.
- **Maintenance and response:** The scope includes maintenance and repair of two conference rooms and mobile carts, with replacement parts priced separately. Preventive maintenance is required every six months. Call intake is available 24/7/365; routine support is provided on business days, with routine response within one business day and completion within five business days. Emergencies require acknowledgement within one hour and onsite response within six hours, with emergencies limited to six per year. Temporary replacement equipment is required when off-site repair takes more than three business days.
- **Pricing and service distinctions:** Emergency call-out CLIN 0004 is a flat fee per call and covers 24/7 response, including weekends and holidays; it is billed separately from CLIN 0002. CLIN 0002 provides a six-hour emergency service level for one cart. Additional labor is priced through CLINs 0005–0010. Local travel is included in maintenance; CLIN 0013 has a stated not-to-exceed travel amount of $5,000 per ordering period.
- **Installation and other requirements:** Installation includes authorized site surveys, reports, estimates, installation and project work plans, system integration, manuals, warranty documentation, and workmanship warranty procedures. The VA will escort technicians; security clearances are not required. The solicitation also includes VA security, identity/access, IPv6, and accessibility requirements.
- **Existing equipment:** An inventory attachment records equipment in AITC rooms 113 and 317, a VTC room, and mobile/unspecified VTC monitors. It includes Biamp Systems, Samsung, NEC, Crestron, Polycom, Cisco, Sony, and Extron equipment. This is an inventory, not a list of new purchase quantities.
- **Ordering period:** Five 12-month ordering periods, totaling five years. Individual BPA calls specify their own performance periods and may not extend more than 12 months beyond the final ordering-period date.
