**NAICS:** 541511, 541512, 518210, 541519

The City of Houston is seeking a qualified firm to build and support three separate public-facing websites for regional homeland security and public safety programs.
- **Buyer:** City of Houston, Mayor’s Office of Homeland Security and Public Safety, Houston, Texas.
- **Scope:** Design, develop, deploy, host, and support distinct websites for USAI, STC, and CERT. Each site needs its own branding, design system, and content management, including migration of selected content and files from existing WordPress sites.
- **Requested services:** Web design and development, hosting, ongoing support, content migration, and secure website functions. The services line items cover each website annually for three base years and two optional years.
- **Named OEMs and platforms:** **Amazon Web Services (AWS/AWS GovCloud), Microsoft (Azure/Azure Government, Microsoft 365, Azure AD, and Microsoft Clarity), Esri (ArcGIS Online), and Google (Google Analytics/GA4)** are named technology providers or platforms. Other named platforms and technologies include WordPress, Drupal, React/Next.js, WebEOC, and Everbridge. No particular CMS or technology stack is mandated.
- **Key capabilities:** Secure inquiry management, public-information publishing, search-engine exclusion, emergency communications, and protected volunteer and training data management with exportable reports. One or more sites are expected to integrate with the regional Microsoft 365 environment; internal Azure AD single sign-on and group-based permissions are required. Secure embedding of Esri ArcGIS Online maps, dashboards, and applications is required, with future API-based data exchange and extensibility supported.
- **Security and hosting:** Project data must be hosted, processed, and stored in the United States. Hosting must meet applicable DHS/FEMA cybersecurity and FedRAMP requirements; AWS GovCloud is required if CJIS data is involved. Any offshore work must be disclosed and cannot involve access to data, credentials, or systems. The City prefers vendor-maintained U.S.-based hosting.
- **Accessibility and support:** Sites must meet Section 508 and WCAG 2.1 AA accessibility requirements. Expected registered users are approximately 4,000–7,000 per site, with negligible concurrent use. Support is expected during business hours with 24/7 escalation for critical incidents; continuous monitoring is not required.
- **Optional or non-core items:** Google Analytics is preferred but optional, and alternatives must be identified. A full learning management system and external volunteer or training database integrations are not core requirements; optional LMS services and future API integrations may be proposed.
