The Town of Granite Falls Public Utilities seeks an integrated AMI system for its water utility and compatible existing electric meters.
- **Buyer:** Town of Granite Falls, North Carolina; Public Utilities, led by the Director of Public Utilities.
- **OEMs and named vendors:** **Itron** (existing electric meters), **Neptune** (existing water meters, primarily T-10 bodies), and **Tyler** (ERP Pro 10 utility billing system).
- **Requested solution:** A complete AMI communications network, equipment, head-end and meter-data software, water-meter registers/endpoints or replacement meters, and integration with Tyler ERP Pro 10.
- **Water meters:** The inventory is 2,836 meters: 2,693 at 3/4-inch, 49 at 1-inch, 76 at 2-inch, 3 at 3-inch, 2 at 4-inch, 11 at 6-inch, 1 at 8-inch, and 1 at 12-inch. These are inventory quantities, not a guarantee that all meters will be converted or replaced initially. Retain existing meter bodies when retrofit is technically feasible and cost-effective; provide separate unit pricing for retrofit and complete replacement.
- **Electric meters:** Integrate approximately 600–700 AMI-compatible existing Itron meters; existing electric meters are not to be replaced. The overall electric-meter inventory is approximately 2,715.
- **Services and notable requirements:** Assess meter compatibility; conduct a communications propagation study and design; evaluate three water tanks as potential equipment sites; install, configure, test, and commission the system; GPS-locate and inventory in-scope water meters; integrate and validate automated reads with Tyler ERP Pro 10; train Town personnel; and provide documentation, warranty, maintenance, and ongoing technical support. Proposals should describe phased implementation and anticipated recurring costs, including support-related costs for the first ten years. Water-meter deployment is subject to compatibility, condition, funding, and Town approval of the system design.
- **Delivery responsibility:** The Town seeks one integrated solution with a prime contractor accountable for overall implementation and integration.

### Description

The Town of Granite Falls is seeking proposals for a complete, integrated Advanced Metering Infrastructure (AMI) system for its water and electric utilities. The work includes communications infrastructure, a unified meter-reading platform, integration with the Town’s Tyler ERP Pro 10 utility billing system, water meter retrofit or replacement, installation, GPS location, training, testing, commissioning, and ongoing support. The system must collect data from water meters and compatible existing Itron electric meters; existing electric meters are not to be replaced. The RFP calls for detailed unit pricing and phased implementation options because funding may not cover conversion or replacement of all 2,836 water meters initially.
