Clear entrances and accessible routes before branches open, make interim passes during storms producing at least two inches, and respond to ice call-outs within two hours. Apply de-icer after clearing and during refreeze conditions. Use suitable tools and materials for sensitive masonry, newer concrete, and planting areas; do not use chloride salts where runoff drains to the Cobbs Creek stormwater management practice. Do not pile snow in streets or on protected features.

The City of Philadelphia’s Free Library of Philadelphia is soliciting quotes for snow and ice removal services at library locations in Region 3 - Southwest and West. Services include snow clearance, de-icing, as-ordered pre-treatment, parking-lot plowing at applicable sites, and emergency or other as-needed work during the contract term of November 1, 2026, through April 30, 2027. Work is ordered as needed and no minimum quantity is guaranteed; bidders must quote all items to be eligible for award.
