The Department of the Air Force is replacing the Hanscom Aero Club’s obsolete fuel terminal at Hanscom Air Force Base.
- **Government buyer:** Department of the Air Force, Air Force Life Cycle Management Center (AFLCMC), AFLCMC/PZI/PZIB Operational Contracting Division, Hanscom AFB; end user is the Hanscom Aero Club.
- **OEM and named vendor:** **QTPod** is the brand-name terminal manufacturer. The system must integrate with the **JPMorgan Chase Paymentech** payment gateway.
- **Product requested:** One QTPod M4000 automated fuel management terminal (part number QTPod M4000) for the 100LL AvGas dispenser. It must work with the existing single-hose mechanical dispenser and support the existing power, wiring, and hardwired Ethernet/base network connection. Required features include an all-weather pedestal enclosure, payment card reader, daylight-readable outdoor display, and numeric keypad.
- **Services:** Safely disconnect, decommission, remove, and dispose of the existing QTPod M3000 terminal and pedestal; inspect existing conduit and wiring for reuse; and furnish, install, wire, test, and commission the QTPod M4000. Testing includes pump authorization, transaction logging, receipt generation, emergency/authorized shutoff, and live fuel transactions with Aero Club personnel.
- **Notable requirements:** Installation and integration must meet PCI-DSS and Department of the Air Force cybersecurity/ATO requirements. The work requires certified fuel-system technicians; the brand-name justification specifies a factory-certified technician. The contractor must provide a current PCI Attestation of Compliance and at least a one-year workmanship warranty. Alternatives are cited as technically incompatible with the existing setup and potentially requiring costly site reconstruction and causing mission downtime.
- **Performance and procurement details:** Complete delivery, installation, and acceptance within 45 calendar days after Notice to Proceed; on-site changeout and commissioning may take no more than two consecutive business days. The buy is firm-fixed-price and set aside for small businesses.
