### Description

<p>This Special Notice is to provide a read-ahead, conformed final copy ready for signature of the Resale Ordering Agreement (ROA) modification language to all DeCA Frequent Delivery System (FDS) contractors.&nbsp;</p>

<p>The bilateral ROA FDS modification package will be distributed directly to all applicable contractors for signature during the week of&nbsp;October 19, 2026.</p>

<p>Contractors are encouraged to download the attached conformed final copy and ensure their designated corporate signatories are prepared to receive and execute the formal modification next week.</p>
