DHS is seeking a limited-source extension to keep HSIN modernization work moving and enable a safe transition to the follow-on operations and maintenance provider.
- **Procurement action:** A proposed three-month extension of Task Order 70RTAC24FR0000066 with BridgePhase, LLC; this is a justification for an extension, not an award notice.
- **Purpose:** Complete migration from the legacy Homeland Security Information Network (HSIN) platform to the modernized platform and address unexpectedly complex legacy SharePoint data.
- **Work required:** Additional planning, design, development, infrastructure work, security compliance, migration of communities of interest, and validation to protect data integrity and avoid service disruption.
- **Transition support:** Transfer architectural designs, system configurations, and open ticket histories to the successor operations and maintenance vendor.
- **Schedule and value:** The extension is three months; start and end dates and an estimated contract value are not provided.
- **Products and OEMs:** No discrete products, quantities, part numbers, or product OEMs are identified; BridgePhase, LLC is the incumbent service provider.

### Description

Sources are being limited in accordance with GSAR 538.7104-3(b)(ii) in order to implement RFO Clause 52.217-8, Option to Extend Services. RFO Clause 52.217-8 was not evaluated at time of task order award. Due to unforeseen delays beyond the control of both the vendor and the Government, a 3-month extension is necessary to complete the HSIN Modernization.

The planned 3-month extension will allow time to resolving outstanding issues related to unforeseen complexity in migrating data from legacy platform into a new, modernized platform. Resolving these issues required additional engineering resources and rigorous system validation testing to ensure data integrity and prevent system downtime. This was a latent condition that could not have been anticipated during initial project planning. In addition, it will allow for sufficient time for the transition of essential architectural designs, system configurations, open ticket histories, to guarantee seamless operational continuity to the successor vendor who will take on the role of operations & maintenance.
