### Description

NOTICE OF INTENT TO AWARD SINGLE SOURCE / PUBLIC POSTING OF JUSTIFICATION

The United States Department of Agriculture (USDA), Agricultural Research Service (ARS), Southeast Area (SEA), Plant Genetic Resources Conservation Unit (PGRCU) has executed a noncompetitive, unrestricted single-source contract action for the procurement and turn-key installation of replacement greenhouse control systems, digital vent controls, vent motors, weather station/lightning hardware, software, sensors, wiring, and associated structural 16mm triple-wall polycarbonate coverings.

This action was conducted under the streamlined authority of the Revolutionary FAR Overhaul (RFO) FAR 13.106-1(b)(1)(i) and AGAR 413.302, which permits contracting officers to solicit from a single source for purchases not exceeding the modified framework thresholds when circumstances deem only one source reasonably available due to exclusive technical capability.

The automatic small business set-aside was formally dissolved by the Contracting Officer in accordance with RFO FAR 19.502-2(a) as market research indicated that no small business concern possesses the necessary proprietary system access or manufacturer certifications required to perform this turn-key installation without introducing severe scientific risk to federal crop repositories.

The final binding contract has been awarded as a firm-fixed-price standalone vehicle to Atlas Greenhouse, LLC (UEI: PTJJE6LNBD23) for a grand total amount of $397,209.00. The active period of performance is established from September 30, 2026, through September 29, 2027.

In accordance with public disclosure mandates, the approved Single Source Justification supporting this action is attached to this notice.
