The Government of the U.S. Virgin Islands is seeking a contractor to build two resilient, renewable-powered DC fast-charging sites on St. Thomas and St. Croix.
- **Government buyer:** Government of the U.S. Virgin Islands, through the Virgin Islands Energy Office (VIEO) and its GO FLEET initiative; the Department of Property and Procurement, Division of Procurement, is conducting the solicitation.
- **Locations:** Market Square East in St. Thomas and the Sunny Isles VIYA Building in Christiansted, St. Croix. VIWAPA is the utility referenced for interconnection and existing transformer information; VIYA is the St. Croix building/site name.
- **Major equipment:** One 200–300 kWh battery energy storage system (BESS) at each site. Market Square East also needs a 30–42 kW DC solar PV system and a parking canopy designed for 165 mph winds. Each site needs a DC fast-charging system with at least two connectors; Market Square East is specified at 100–150 kW aggregate, and St. Croix at least 100 kW aggregate when sufficient power is available.
- **Named OEMs:** **Siemens** is named for VIEO-supplied Versi 48A Level 2 chargers and vertical pedestals; optional installation pricing is requested for two chargers and one pedestal per site. **ABB** is identified as the manufacturer of the existing 225 kVA transformer at Market Square East. No brand-specific DC fast charger is mandated.
- **Key requirements:** Both sites need energy-management and microgrid controls, OCPP-capable charging, CCS1 and NACS compatibility, public EMV contact and contactless payments, dynamic power sharing, and charging during grid outages. The new charging system has a 100 kW maximum grid-import target, subject to utility verification, and must be expandable. Lithium-based BESS is required, with LFP preferred.
- **Services:** Design, engineering, permitting, utility and property-owner coordination, interconnection, construction and installation, commissioning, acceptance testing, documentation, operator training, and first-year operations and maintenance (O&M). Optional pricing is requested for later O&M, software/network subscriptions, and technical support. Payment-processing setup and recurring fees are to be identified.
- **Site-specific notes:** No new PV array or canopy is included at the VIYA Building; coordination with its existing solar carport is to be assessed where feasible. The pre-engineering package identifies an existing 225 kVA transformer at Market Square East and a 1,000 kVA transformer at the VIYA Building.
- **Performance:** Project completion is required in 2027. The start date and overall contract duration are not stated; first-year O&M is included, with optional Years 2–5 support.

### Description

The Virgin Islands Energy Office seeks a contractor to engineer, procure, and construct a renewably powered, battery-coupled DC fast-charging network at Market Square East in St. Thomas and the Sunny Isles VIYA Building in St. Croix. The work includes design, permitting, installation, commissioning, and first-year operations and maintenance for battery energy storage, DC fast chargers, controls, and related site and electrical infrastructure. At Market Square East, the scope also includes a new solar PV parking canopy; no new solar canopy or PV array is included at the St. Croix site. The systems are to support resilient charging during utility outages, limit grid import, and provide at least two charging connectors at each site.
