Sitka seawall construction and dock reconfiguration regulatory review

**Posted:** October 07, 2026
**Respond By:** November 07, 2026
**Identifier:** POA-2026-00351 v1.0

This is a regulatory review of a proposed dock reconfiguration and seawall project in Sitka, not a request to purchase products or services.
- **Government reviewers:** Alaska Department of Environmental Conservation (DEC), the state water-quality certification authority, and the U.S. Army Corps of Engineers (USACE), Alaska District, Regulatory Division.
- **Applicant:** Property owner Marcus Hernandez.
- **OEMs and vendors:** No OEMs, manufacturers, or product vendors are identified. Marcus Hernandez is the applicant, not a named vendor.
- **Proposed work and materials:** Build an 8-foot-high, 68-foot-long concrete-block seawall and place about 168 cubic yards of shot rock and 40.3 cubic yards of concrete blocks (68 blocks, each 2 × 2 × 4 feet) in Jamestown Bay intertidal waters. The dock work includes a new wooden pier, steel piles and bracing, replacement of an existing wooden float with a 16-by-60-foot concrete float, and relocation of an existing aluminum gangway. Existing wooden piles are to be reused; the old wooden float and its anchoring system are to be removed.
- **Notable requirements and impacts:** Proposed work involves intertidal waters and raises turbidity and sediment concerns. Measures described include scheduling in-water work during low or dewatered tides, sediment controls, protected-species observers, and a 150-meter shutdown zone during pile driving. The applicant does not propose compensatory mitigation.
- **Review status and timing:** DEC is reviewing the Clean Water Act Section 401 certification request, while USACE materials cover the related permit review and dock authorization. The planned certification work is in spring 2027; a related dock authorization has a five-year term ending in 2027.
