Responses will assist the Government in planning its acquisition strategy. The Naval Surface Warfare Center Dahlgren Division (NSWCDD) E Department is seeking suggestions and feedback from qualified and capable potential vendors on converting the draft SOW into a hybrid Firm-Fixed-Price (FFP) and Cost-Plus-Fixed-Fee (CPFF) contract structure to comply with Executive Order 14402.
