NASA requests capability statements for CRM-HL wind-tunnel data analysis

**Buyer:** NASA Shared Services Center
**Posted:** October 07, 2026
**Respond By:** October 12, 2026
**Identifier:** 80NSSC26939952Q
**NAICS:** 611310, 541715

NASA is seeking capability statements for proposed analysis of CRM-HL wind-tunnel force and surface-pressure data, with work performed at the University of California, Davis.
- **Agency and procurement approach**
  - NASA Shared Services Center (NASA/NSSC) is the procuring center for NASA.
  - NASA intends to award the work on a sole-source basis to the University of California, Davis, but is requesting written capability statements to assess whether other sources can perform the work.
  - This is a capability-statement request, not a request for proposals or price quotes. Responses must reference the notice ID; oral responses and quotes are not accepted.
- **Scope of work**
  - Apply the Transonic Wall Interference Correction System (TWICS) to Common Research Model (CRM) wind-tunnel data acquired at the National Transonic Facility (NTF), evaluating blockage, incidence, and wall-interference corrections and producing corrected aerodynamic coefficients for comparison with DPW/HLPW datasets.
  - Use CRM-HL surface-pressure distributions to assess attachment-line flow transition and possible relaminarization, including calculations of attachment-line Reynolds number and comparisons with established criteria and historical test evidence.
  - The detailed requirements are in the attached statement of work. No products, quantities, or part numbers are specified.
- **Performance and classification**
  - Period of performance: September 1, 2026, through August 31, 2027.
  - Place of performance: University of California, Davis; NASA Langley Research Center is identified in the notice as the work location context.
  - The notice identifies the procurement as non-commercial and lists NAICS 611310.
