**Buyer:** NAVSUP FLC Norfolk
**Posted:** October 06, 2026
**Respond By:** October 13, 2026
**Identifier:** A033933
**NAICS:** 334511

The Department of the Navy is seeking digital FPV drone systems, mobile control stations, supporting equipment, and operator training for use at Stennis Space Center.
- **Government buyer:** Department of the Navy; NAVSUP Fleet Logistics Center Norfolk.
- **Named vendors and product brands:** MANTRAS (encrypted aerial mesh network and Command Hub) and Starlink (connectivity kits). No drone manufacturer or drone part numbers are identified.
- **Products requested:**
 - 15 10-inch digital FPV unmanned drone systems.
 - 2 expeditionary mobile ground control stations (GCSs), each with a 100-meter RF link cable, RolaTube deployable mast, and rugged sunlight-readable tablet.
 - 2 auxiliary GCS battery packs, 6 pairs of digital FPV goggles, and 2 Starlink connectivity kits.
- **Key drone capabilities:** Minimum 2.5 kg payload, 40-minute endurance, 35 km flight range, 40 mph cruise speed, 105 mph burst speed, and RF command/control capability up to 90 km. Each drone requires integrated EO/IR cameras and autonomous terminal guidance for GNSS-denied, jammed, or lost-link conditions.
- **Communications and control:** Digital transmission in the 4.9–5.9 GHz band, AES-256 encryption, open MAVLink telemetry, and compatibility with the MANTRAS encrypted aerial mesh network. GCS tablets must integrate ATAK and the MANTRAS Command Hub and support Cursor-on-Target telemetry and live video distribution. Each GCS must be deployable in under three minutes.
- **Compliance and training:** Hardware and firmware must meet NDAA procurement standards, appear on the DoD Blue UAS Cleared List, and exclude unauthorized foreign microelectronics and unvetted software. The request includes a five-day on-site Operator and Instructor Training Course at Stennis Space Center, Mississippi.
- **Performance period:** The five-day training course is specified; no broader contract performance period is provided.

### Description

The Government is seeking Fifteen (15) each 10" Digital FPV unmanned drone systems, two (2) Mobile Ground Control Stations, peripheral operational hardware, connectivity systems, field support equipment, and a comprehensive on-site five (5) day Operator and Instructor Training Course at Stennis Space Center, MS.

Airframe & Propulsion: 10-inch rotary-wing strike platform capable of carrying a minimum payload of 2.5 kg, with cruise speeds of at least 40 mph and maximum burst speeds of 105 mph.

Endurance & Operational Range: Minimum endurance of 40 minutes flight time under standard operational payload configurations, with a minimum flight range of 35 km and RF command/control datalink capability up to 90 km.

Sensors & Vision Pipeline: Factory-integrated dual Electro-Optical and Infrared (EO/IR) camera payload optimized for both daylight and low-light/night tactical reconnaissance and terminal guidance.

Autonomous Terminal Guidance (ATG): Integrated onboard computer-vision AI terminal guidance engine capable of autonomous target acquisition, terminal lock-on, and target engagement in GNSS-denied, heavily jammed, or lost-link conditions.

Encryption & RF Architecture: Digital transmission architecture operating within the 4.9–5.9 GHz band utilizing AES-256 encryption, open MAVLink telemetry protocol, and full compatibility with the MANTRAS encrypted aerial mesh network.

Fully integrated, field-deployable C2 infrastructure designed for high mobility and operator training:

Compliance & Certification: Full compliance with NDAA procurement standards and active inclusion on the DoD Blue UAS Cleared List. All hardware and firmware components must be free of unauthorized foreign microelectronics or unvetted software stacks.

Mobile GCS Units: Delivery of two (2) Mobile GCS units built into an expeditionary 30L backpack form factor featuring rapid deployment capabilities (fully operational in under 3 minutes).

Displaced Emitter Architecture: Each Mobile GCS must include a 100-meter displaced RF link cable and a RolaTube deployable mast system, allowing operators to decouple the RF transmission node and launch site from the concealed operator control position to prevent RF direction-finding and counter-battery targeting.

Operator Display & ATAK Integration: Each unit must include a sunlight-readable rugged tactical tablet natively integrating ATAK and the MANTRAS Command Hub, enabling full Cursor-on-Target (CoT) telemetry broadcast and live digital video distribution across tactical mesh networks.

Power & Backup: Delivery of two (2) GCS auxiliary battery packs providing continuous field operational power, integrated charging circuitry, and multi-source input capabilities.

Operator FPV Goggles: Delivery of six (6) pairs of high-resolution digital FPV goggles configured for zero-latency operator video feeds, tactical audio, and head tracking/on-screen display (OSD) telemetry.

Beyond Line-of-Sight (BLOS) Backhaul: Delivery of two (2) Starlink connectivity kits integrated with GCS hardware to support wide-area network backhaul and remote common operational picture (COP) dissemination.
