**Buyer:** U.S. Department of Housing and Urban Development (HUD)
**Posted:** October 05, 2026
**Respond By:** December 05, 2026
**Identifier:** 2026-20374

HUD is seeking public input on its Section 3 benchmark goals, rather than purchasing products or services.
- **Government buyer:** U.S. Department of Housing and Urban Development (HUD), Office of the Assistant Deputy Secretary for Field Policy and Management.
- **Purpose:** Gather comments on benchmarks intended to support economic opportunities for low- and very low-income persons and eligible businesses.
- **Benchmark status:** HUD plans to retain the existing benchmark ratios because available labor-hour data is not sufficiently representative to support changes.
- **Requested feedback:** Experiences achieving the benchmarks, challenges encountered, and recommendations for future updates.
- **Procurement scope:** No products, services, part numbers, quantities, OEMs, or vendors are identified.

### Description

HUD is updating its Section 3 benchmark notice and requesting public comments on the benchmark goals. HUD determined that available labor-hour data is not representative enough to support changing the current goals, so the existing benchmark ratios will continue. The notice invites grantees, contractors, and other stakeholders to comment on their experience achieving the goals, challenges, and recommendations for future benchmarks. Comments are due December 4, 2026.
