**Posted:** September 30, 2026
**Respond By:** October 15, 2026

USACE is considering a sole-source modification to keep rapid-response disaster debris services available in North Atlantic Division Region 4 while it pursues successor contracts.
- **Agency and opportunity:** U.S. Army Corps of Engineers (USACE), Rock Island District (CEMVR), Advanced Contracting Initiative (ACI); Regional Debris Management Services, Region 4.
- **Proposed action:** Extend the ordering period and add capacity to an existing firm-fixed-price, single-award task order contract. The notice is seeking capability statements, not proposals; the Government may use responses to decide whether a competitive procurement is appropriate.
- **Response capabilities:** Demonstrate the ability to mobilize personnel, heavy equipment, subcontractors, and management resources within 24 hours, including in severely degraded infrastructure conditions. Debris-removal task orders require at least five crews within 24 hours of notice to proceed.
- **Service scope:** Disaster debris assessment, clearance, separation, loading, hauling, reduction, recycling, and disposal; structural demolition and site management may also be required. Potential waste streams include vegetative and construction-and-demolition debris, hazardous and special wastes, white goods, e-waste, vehicles, and other task-order-specified materials.
- **Operational requirements:** Provide an Automated Debris Management System (ADMS) for equipment and truck certification, electronic load tickets, site tracking, GPS/geospatial functions, reporting, and auditable records. Paper load tickets are not allowed. Work must follow the Performance Work Statement, task-order plans, approved sites, and environmental and safety requirements.
- **Additional work:** USACE may request pre-execution planning teams and participation in preparedness exercises. The PWS describes a target of one five-day exercise per calendar year, upon request.
- **Products and pricing:** No products, quantities, part numbers, or estimated contract value are provided.
