**Posted:** September 30, 2026
**Respond By:** October 15, 2026

USACE is considering a sole-source extension of disaster debris management services for its Region 7 response area.
- **Opportunity:** The U.S. Army Corps of Engineers (USACE), Rock Island District, intends to modify an existing firm-fixed-price, single-award task order contract under its Advanced Contract Initiative (ACI). The notice is an intent to proceed sole-source, not a request for proposals; firms may submit capability statements for consideration.
- **Coverage:** Region 7, South Atlantic Division: North Carolina, South Carolina, Georgia, Alabama, and Florida. Services are ordered as disaster needs arise, including FEMA Mission Assignments under Emergency Support Function (ESF) #3.
- **Core work:** Rapid mobilization, debris clearance and removal, separation, hauling, reduction, disposal and recycling; dumpsite and reduction-site management; and structural demolition or special-waste handling when tasked.
- **Response requirements:** Be ready to begin operations within 24 hours of notice, including under severely degraded infrastructure conditions. Provide at least five debris-removal crews; for dumpsite management or debris reduction, provide at least one crew at each site. A directed Pre-Execution Planning Team must also deploy within 24 hours.
- **Systems and reporting:** Provide and operate an Automated Debris Management System (ADMS) for vehicle certification, electronic load tickets, debris tracking, GPS/GIS routing, reporting, audit controls, and billing support. Electronic tickets are required; paper tickets are not allowed. Daily and weekly operational and expenditure reports are required.
- **Other requirements:** Follow the Performance Work Statement (PWS), applicable environmental and safety requirements, and task-order directions. Site plans require Contracting Officer approval before work begins; specified quality-control and operations plans are due within five calendar days of notice to proceed.
- **Contract timing:** The existing ordering period was due to expire November 9, 2026. The proposed extension length and revised end date are not stated; the notice describes the action as a bridge to successor contracts expected to be competed in 2027. The attached PWS describes a five-year contract period with a six-month extension option, which does not specify the duration of this proposed modification.
- **Commercial details:** No fixed quantities, product part numbers, named incumbent, OEM, or estimated contract value are provided. The five-crew and one-crew figures are minimum operational requirements, not total contract quantities.
