- Commerce preliminarily found critical circumstances for Graphite India Limited, HEG Limited, and all other producers and exporters.
- Excluded products include certain thermal energy storage graphite blocks and other specified items. Commerce postponed the final determination and extended provisional measures to no more than six months.

### Description

The U.S. Department of Commerce preliminarily determined that large diameter graphite electrodes from India are being, or are likely to be, sold in the United States at less than fair value. The investigation covers large diameter graphite electrodes and certain graphite pin joining systems, with a period of investigation from January 1 through December 31, 2025. Commerce also preliminarily found critical circumstances and postponed the final determination while extending provisional measures. Interested parties are invited to comment; the notice does not provide a comment closing date.
