BPA for ACMS Operations, Maintenance, Support, and Limited Development Services

**Buyer:** 9th Circuit
**Posted:** September 29, 2026
**Identifier:** A09CLERK26-0005
**NAICS:** 5415, 541512, 541513, 541511

The U.S. Court of Appeals for the Ninth Circuit is seeking a labor-hour BPA to sustain its existing Microsoft-based Appellate Case Management System (ACMS).
- **Requirement:** Production operations, maintenance, incident and problem management, user support, training, release and deployment support, documentation updates, and limited development to maintain or modestly improve ACMS.
- **Contract structure:** Blanket Purchase Agreement with performance-based call orders; one base year and four one-year options, exercisable at the Court’s discretion.
- **Period of performance:** The BPA summary gives September 28, 2026–September 27, 2027 for the base year, with options through September 27, 2031. A separate attachment lists August 27, 2027 as the base-year end date, so the end date is inconsistent across documents.
- **Sourcing and vendor:** A separate justification describes a single-source BPA with incumbent Procentrix, citing its ACMS expertise and continuity. Procentrix is identified as the service provider, not as an OEM.
- **Estimated value:** The single-source attachment estimates $1.5–$2 million per year, equivalent to approximately $7.5–$10 million across five years if each year is funded at that level.
- **Staffing:** Anticipated labor categories include a Program Manager, Technical Architect, O&M Lead, developers, and support personnel.
- **Products and quantities:** No separately priced products, part numbers, or fixed service quantities are listed; this is a labor-hour services requirement.

### Description

This Request for Quote seeks establishment of a Blanket Purchase Agreement (BPA) under an applicable GSA
Schedule for Appellate Case Management System (ACMS) operations and maintenance (O&M), user support,
training, technical sustainment, and limited development services. The BPA will be labor-hour in nature and
will cover a base period of one year with four option years. The BPA is intended primarily for continued
production support and sustainment of the Court's existing ACMS platform, with occasional and small-scale
development work when necessary to maintain, adapt, improve, or modestly extend the system.
A BPA is an ordering agreement and does not itself obligate funds; funds are obligated when orders are placed
against the BPA.
