The government's acceptance of the contractor's proposal constitutes a bilateral agreement to "issue" documents as detailed. Early and incremental deliveries are accepted and preferred.</p>
<p><strong>Scope</strong></p>

<li><strong>Scope Overview</strong></li>
<li>Markings shall comply with MIL-STD-130.</li>
<li>Articles to be furnished shall be repaired, tested, and inspected per the terms in this document.</li>
<li>Any item contracted for repair shall have a Statement of Work to ensure compliance with all repair procedures and requirements.</li>
<li>Repair of: MOTOR, ALTERNATING C; 6105 008807012; NSN; 123SCAM101; Part Number shall be performed according to the latest applicable repair technical publications.</li>
<li>No repair deviation from approved procedures without review and acceptance by the Basic Design Engineer. Requests for waiver/deviation shall be routed through the Local DCMA/ACO office for review and recommendations via Form 1998.</li>
<li>Articles shall be repaired, tested, and inspected as specified. Equipment such as fixtures, jigs, dies, patterns, mylars, special tooling, test equipment, or any other manufacturing aids required for manufacture/testing will not be provided by the government unless expressly specified.</li>
<li>The use of MIL-W-81381 wire is prohibited; SAE-AS22759 series wire shall be used instead. Questions should be directed to the Procuring Contracting Officer.</li>
<li>If MIL-STD-454 is referenced, compliance with IPC/EIAJ-STD-001C is expected, and personnel shall be trained and certified accordingly.</li>

<p><strong>Requirements</strong></p>
<ol>
<li><strong>General</strong></li>
<li>This Statement of Work (SOW) establishes repair and testing/inspection criteria for the item, including inspection, component repair, replacement, reassembly, and testing procedures.</li>
<li><strong>Definitions</strong></li>
<li>CONTRACTOR: The successful offeror awarded a contract, order, or project work order.</li>
<li>OVERHAUL: Disassembled, cleaned, inspected, repaired, reassembled, tested, and returned to a Ready for Issue (RFI) condition.</li>
<li>REPAIR: Restored to RFI condition by replacing or repairing defective components and tested per the repair/overhaul manual.</li>
<li><strong>Scope</strong></li>
<li>The items shall be overhauled, upgraded, repaired, tested, inspected, and accepted per the contract terms. Equipment such as fixtures, jigs, dies, patterns, mylars, special tooling, or test equipment will not be provided unless specified.</li>
<li>The contractor shall provide necessary facilities, labor, materials, parts, and test and tooling equipment to return items to RFI condition.</li>
<li>RFI is defined as the condition allowing proper and reliable operation in an operational environment.</li>
<li>All repairs/upgrades shall be performed at the designated facility. Repairs shall follow the specified drawings and repair manuals.</li>
<li>Changes to manuals, drawings, or specifications require PCO approval. Unauthorized changes are at the contractor's risk, and the contractor shall replace any items repaired using unapproved changes.</li>
<li>References to the "prime contractor" or "actual manufacturer" on drawings/specifications shall be read as the "Government Designated Agency" for repair and overhaul purposes.</li>
<li>The contractor shall prepare and maintain repair procedures and test/inspection information for review and approval, including process diagrams and performance specifications.</li>
<li>Beyond Economical Repair (BER): Items exceeding 75% of replacement cost are considered BER, requiring written concurrence from DCMA before proceeding.</li>
<li>Missing on Induction (MOI): Items received missing one or more Shop Replaceable Assemblies (SRAs) require immediate notification and verification from DCMA before repair.</li>
<li>Replacing Failed or Missing SRA: Procedures are outlined for replacement options, including ship-in-place or obtaining new SRA at no cost.</li>
<li>Over and Above Repair (OAR): Repairs exceeding normal scope require prior approval and may be subject to adjustment.</li>
</ol>
<p><strong>Parts and Materials</strong></p>
<ol>
<li>Contractor shall supply all parts and materials unless specified as Government Furnished Material (GFM). All parts shall be in accordance with the latest drawings and specifications and be new unless approved otherwise.</li>
<li>Any changes to parts/material drawings or specifications require Government approval. Unauthorized changes are at the contractor’s risk, and replacements shall be made if disapproved.</li>
<li>The contractor shall control purchased parts and materials, ensuring compliance with contract requirements.</li>
<li>Purchased items shall be inspected upon receipt, with inspection reports maintained for at least 12 months.</li>
<li>Part cannibalization is not authorized unless specifically approved by NAVSUP WSS and the BDE.</li>
</ol>
<p><strong>Source and Location of Repair Source</strong></p>
<p>The contractor shall specify the name and location of the source/division performing the work. Inspection will be accomplished on the contractor's equipment.</p>
<p><strong>Contractor Quality Requirements</strong></p>
<ol>
<li>The contractor shall establish and maintain a quality system conforming to ISO 9001/SAE AS9100.</li>
<li>Maintain a calibration system meeting ANSI/NCSL Z540.3, ISO-10012-1, or equivalent.</li>
</ol>
<p><strong>Configuration Management (CM)</strong></p>
<p>The contractor shall maintain a configuration management plan per NAVSUP WSS clause NAVICPIA18.</p>
<p><strong>Markings</strong></p>
<p>Markings shall comply with the contract specifications when applicable.</p>
<p><strong>Storage</strong></p>
<p>The contractor shall provide proper storage environments for materials and repaired assets, maintaining quality control systems per Mil-I-45208A, Mil-Q-9858, ISO 9000 series, or equivalent.</p>
<p><strong>Responsibility for Inspection</strong></p>
<p>The contractor is responsible for all inspection requirements, using suitable facilities. Quality control documentation shall be maintained and made available for review.</p>
<p><strong>Quality Assurance Program Plan</strong></p>
<p>The contractor shall develop and maintain a Repair Quality Plan in accordance with applicable standards, providing data for review upon request.</p>
<p><strong>Purchased Material Control</strong></p>
<p>Control systems shall ensure compliance with contract requirements, with inspection reports maintained for at least 12 months.</p>
<p><strong>Failure Analysis and Corrective Action</strong></p>
<p>All failure analysis and corrective action reports shall be submitted to the government.</p>
<p><strong>Nonconforming Material</strong></p>
<p>The contractor shall control nonconforming material, including procedures for identification, segregation, and disposition.</p>
<p><strong>Contractor Internal Review Board (IRB)</strong></p>
<p>IRB authority is delegated to the contractor for minor non-conformances. IRB shall not use "AS-IS" disposition. Records shall be maintained for government review.</p>
<p><strong>Material Review Board (MRB)</strong></p>
<p>Formal MRB authority remains with the government. Requests for variance shall be submitted via the DCMC.</p>
<p><strong>Responsibility for Compliance</strong></p>
<p>All items must meet the requirements of this SOW. Inspection requirements are part of the overall quality system. Submission of defective items is not authorized.</p>
<p><strong>Repair Assessment Testing</strong></p>
<p>The government may select samples for performance, environmental, and quality testing after repair acceptance.</p>
<p><strong>Records of Data Collection</strong></p>
<p>The contractor shall maintain records of inspection, repair, parts replacement, and testing data, available for government review.</p>
