<p>The Small Business Administration representative at NAVSUP WSS has reviewed this requirement and determined that a set-aside recommendation was not applicable for this procurement.</p>
<p>This RFQ is for NAVY repair.</p>
<p>Repair Turnaround Time (RTAT): the contractual delivery requirement is measured from asset return to the date of asset acceptance under the contract. Return is defined as the physical receipt of the F-condition asset at the contractor's facility as reflected in the Action Date in the Commercial Asset Visibility (CAV) system. The contractor must report all transactions by the end of the fifth business day after receipt, and the Action Date in CAV must reflect the actual receipt date. The contractor must obtain final inspection and acceptance by the government within the RTATs established in this contract.</p>
<p>This RFQ is for repair. NAVSUP WSS requests contractors submit a quote including a firm-fixed price. Quotes should be emailed to <a href='mailto:michael.j.keith40.civ@us.navy.mil'>michael.j.keith40.civ@us.navy.mil</a> and must be received on or before the closing date listed on page 1 of the solicitation.</p>
<p>This contract/delivery order/purchase order/modification is issued by the Government when deposited in the mail, transmitted by facsimile, or sent by any electronic method, including email. The Government's acceptance of the proposal constitutes a bilateral agreement to issue this order.</p>
<p><strong>1. SCOPE</strong></p>
<ol>
<li>Markings shall comply with MIL-STD-130.</li>
<li>Articles to be furnished shall be repaired, tested, and inspected as specified in the Requirements Section.</li>
<li>Unless otherwise specified, equipment such as fixtures, jigs, dies, patterns, mylars, special tooling, test equipment, or other manufacturing aids are not provided by the Government and are the contractor's responsibility.</li>
<li>The use of MIL-W-81381 wire is prohibited. SAE-AS22759 series wire shall be used instead. Questions should be directed to the Procuring Contracting Officer.</li>
<li>If MIL-STD-454 is referenced, compliance with IPC/EIAJ-STD-001C is expected, and personnel must be trained and certified accordingly.</li>
</ol>
<p><strong>2. APPLICABLE DOCUMENTS - NOT APPLICABLE</strong></p>
<p><strong>3. REQUIREMENTS</strong></p>
<ol>
<li><strong>1.0 GENERAL</strong></li>
<li>Establishes repair and testing/inspection criteria for the item, including inspection, component repair, replacement, reassembly, and testing to return units to a serviceable condition.</li>
<li><strong>2.0 DEFINITIONS</strong></li>
<li><strong>CONTRACTOR:</strong> The successful offeror awarded a contract, order, or project work order.</li>
<li><strong>OVERHAUL:</strong> Disassembled, cleaned, inspected, repaired, reassembled, tested, and returned to a Ready for Issue (RFI) condition.</li>
<li><strong>REPAIR:</strong> Restored to RFI condition by replacing or repairing defective components and tested per the repair manual.</li>
<li><strong>3.0 SCOPE</strong></li>
<li>The items shall be overhauled, upgraded, repaired, tested, inspected, and accepted per the contract terms. Equipment such as fixtures, jigs, dies, etc., are not provided by the Government unless specified.</li>
<li><strong>3.2 REPAIR UPGRADE REQUIREMENTS</strong></li>
<li>The contractor shall provide necessary facilities, labor, materials, parts, and testing equipment to return specified items to RFI condition, e.g., ENGINE DATA UNIT; P/N 015528829.</li>
<li><strong>3.3 RFI DEFINITION</strong></li>
<li>Items are considered RFI if they perform properly and reliably in an operational environment. Repairs/upgrades must be performed at the designated facility, following approved drawings and manuals.</li>
<li><strong>3.4 Changes to Manuals and Drawings</strong></li>
<li>Changes require PCO approval. Repairs using unapproved changes are at the contractor's risk, and the contractor must replace any such items if disapproved.</li>
<li>References on drawings/specifications should be read as the "Government Designated Agency."</li>
<li>Process control documentation must be prepared, maintained, and approved by the Government.</li>
<li>Items exceeding 75% of replacement cost are considered Beyond Economical Repair (BER) and require DCMA concurrence before proceeding.</li>
<li>Missing on Induction (MOI): If items are missing SRAs, contractor must notify DCMA and obtain verification before proceeding.</li>
<li>Replacement of failed or missing SRAs follows detailed procedures outlined in the CAV Statement of Work.</li>
<li>Over and Above Repair (OAR): Repairs exceeding normal scope require prior DCMA approval and may be subject to adjustments.</li>
</ol>
<p><strong>4.0 PARTS AND MATERIALS</strong></p>
<ol>
<li>The contractor shall supply all parts/materials unless specified as Government Furnished Material (GFM). All parts/materials must meet latest drawings and specifications, and be new unless approved otherwise.</li>
<li>Access to updated drawings and specifications must be maintained. Changes require Government approval, unless the contractor is the Design Control Agent.</li>
<li>Control over purchased parts/materials must be established, including inspection upon receipt and maintaining records.</li>
<li>Part cannibalization is not authorized unless specifically approved.</li>
</ol>
<p><strong>5.0 CONTRACTOR QUALITY REQUIREMENTS</strong></p>
<ol>
<li>The contractor shall establish and maintain a quality system compliant with ISO 9001/SAE AS9100.</li>
<li>Maintain a calibration system per ANSI/NCSL Z540.3, ISO-10012-1, or equivalent.</li>
</ol>
<p><strong>6.0 CONFIGURATION MANAGEMENT (CM)</strong></p>
<ol>
<li>The contractor shall maintain a configuration management plan per NAVSUP WSS clause NAVICPIA18.</li>
</ol>
<p><strong>7.0 MARKINGS</strong></p>
<ol>
<li>Markings shall comply with the contract requirements when applicable.</li>
</ol>
<p><strong>8.0 STORAGE</strong></p>
<ol>
<li>The contractor shall provide proper storage environments for materials and assets, maintaining quality control systems per Mil-I-45208A, Mil-Q 9858, ISO 9000 series, or equivalent.</li>
<li>Responsibility for inspection: The contractor is responsible for all inspection requirements, using suitable facilities.</li>
<li>Procedures: Maintain quality control documentation, test, repair, and inspection procedures for Government review.</li>
<li>Quality Assurance Program: Develop and maintain a Repair Quality Plan in accordance with applicable standards.</li>
<li>Purchased Material Control: Establish control systems for purchased parts, including records and evaluations.</li>
<li>Receiving Inspection: Inspect purchased items upon receipt, maintaining records for at least 12 months.</li>
<li>Failure Analysis and Corrective Action: Submit reports and plans to the Government.</li>
