<p><strong>100% Small Business Set Aside</strong></p>

<p><strong>Background:</strong></p>

<p>The primary purpose is to apply a protective film to oversized printed media (typically up to 50" width by 1'-15' length) to shield it from damage and improve appearance and durability. Used primarily for chain of command boards, leadership head shots, organization shields, large mounted display boards, banners, posters, photos. <strong>See attached Salient Characteristics sheet attached for further information.</strong></p>

<p>Product service code (PSC) 7490 and North American Industry Classification System (NAICS) 423420 are being considered for this requirement.</p>

<p><strong>Basis for Award</strong>: Comparative Evaluation<br />
The Government intends to award a contract to the responsible offeror whose quotation, conforming to the solicitation, is determined to represent the best value to the Government.</p>

<p><strong>Evaluation Methodology</strong><br />
In accordance with RFO 12.203, the Government will utilize a Comparative Evaluation process. Rather than rating or scoring each quotation individually against a rigid, predetermined evaluation rubric, the Government will compare all received quotations directly against one another to identify which submission offers the most advantageous solution.</p>

<p><strong>Evaluation Factors for Comparison</strong><br />
The Government will compare quotations based on the following factors to determine which provides the best overall value:</p>

<p><strong>Evaluation Factors:</strong></p>

  <li>Technical Capability - the Government will compare the proposed features, methods, and technical solutions of each quotation directly against the others. The goal is to determine which proposed approach provides the greatest benefit, utility, and likelihood of successfully meeting or exceeding the requirements outlined in the Salient Characteristics.</li>
  <li>Past Performance - the Government will compare the recent and relevant past performance records of the competing offerors. The Government may utilize the Contractor Performance Assessment Reporting System (CPARS) and other independent government or commercial sources to determine which offeror presents the lowest performance risk and the highest probability of success.<br />
  </li>
  <li>Price - the Government will compare the proposed prices to ensure they are fair and reasonable. Price will be evaluated in conjunction with the non-price factors to determine if the relative benefits of a specific quotation justify its proposed cost.</li>

<p><strong>Selection Decision:</strong><br />
The agency will first rank quotations according to price, from lowest to highest, and will evaluate the three (3) lowest-priced quotations as either technically acceptable or unacceptable, reserving the right to evaluate additional quotations for technical acceptability if deemed to be in the best interest of the government.</p>

<p>Because this is a comparative evaluation, the Government is not required to establish a predefined rating scale. The Government reserves the right to select a quotation that is not the lowest priced if the direct comparison reveals that the technical superiority or stronger past performance of a higher-priced quotation provides a better overall value to the Government. The final decision will be based on a documented rationale explaining why the successful quotation is the best value for the Government.</p>
