### Description

<p>This is a combined synopsis/solicitation for commercial services prepared in accordance with simplified acquisition procedures found in the Federal Acquisition Regulation (FAR) Revolutionary Far Overhaul (RFO) Subpart 12.2, effective 1 February 2026, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a separate written solicitation will not be issued. This solicitation is intended to result in the issuance of a singular firm fixed price award.</p>

<p>Solicitation Number <strong>N62789-26-Q-1010</strong> is issued as a request for quotation (RFQ).&nbsp; The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular <strong>FAC-2026-01</strong> with an effective date of <strong>13 March 2026</strong>.</p>

<p>This purchase is being solicited as 100% small business set-aside.&nbsp; NAICS Code: <strong>336999</strong>, size standard: <strong>1,000</strong>.</p>

<p>The Contractor shall provide two (2) street‑legal electric Low‑Speed Vehicles (LSVs) for industrial base transportation at Quonset Point. Delivery required within 90 days after award. Vehicles must meet all requirements the submission of offers should include photos and description of the item being offered in sufficient detail to evaluate compliance with the requirements of the solicitation. <p>The Government will evaluate the total offers for award purposes by adding the total price for all line items.&nbsp; Evaluation of all line items will not obligate the Government to award all line items.&nbsp; The Government intends to evaluate proposals and award a contract without discussions with offerors.&nbsp; However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary.</p>

<p>The Government reserves the right to award one line, all line items or any combination thereof.&nbsp; If multiple line items are awarded, costs/prices for each line item will be totaled and award amount will be based on that total.</p>

<p>Award will be given to the offeror responsible whose offer, conforming to the solicitation, is determined to be the lowest priced technically acceptable offer. &nbsp;Offerors must satisfy the requirements described in the performance criteria, as well as other RFQ requirements. Offers that take exception to any performance criteria are unacceptable. To be considered technically acceptable, offers must adhere to the requirements described within the statement of work.
