### Description

<p>DHS has awarded a sole-source purchase order to the Association of Public Health Laboratories (APHL) in accordance with&nbsp;RFO FAR Subpart 6.103-1, entitled &ldquo;Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.&rdquo;</p>

<p>This DHS award is to provide programmatic, technical, and coordination support to the ICLN. Under this<br />
contract (purchase order), the Contractor will support DHS and the ICLN in the following:</p>

<p>1. Engaging public health laboratories in ICLN exercises, planning, and emergency response<br />
coordination;<br />
2. Identifying and providing subject matter expertise to shape ICLN methods, logistics, and quality<br />
assurance activities;<br />
3. Supporting information sharing and communication between ICLN leadership, federal agencies, and<br />
public health laboratories; and<br />
4. Enhancing understanding of laboratory capacity and surge capabilities across public health<br />
laboratories relevant to ICLN missions.</p>
