STATEMENT OF WORK (SOW)
Vessel: USCGC HEALY (WAGB 20)
Project: Relief Valves Overhaul
1.0 SCOPE
Requirements for the inspection, overhaul, and testing of two (2) relief valves, Part Number:
S8LJE-02RF1-03RF1-SS-H2-TB, belonging to the United States Coast Guard Cutter
(USCGC) HEALY, homeported in Seattle, WA.
Location: Contractor’s Facility.
2.0 BACKGROUND
USCGC HEALY requires routine periodic maintenance and overhaul of mechanical systems
to ensure operational readiness and safety. The specified relief valve requires a full
overhaul, including the replacement of all soft goods, reassembly, and testing to restore it
to Original Equipment Manufacturer (OEM) specifications.
3.0 REFERENCES
The Contractor shall adhere to the following references during the performance of this
work:
3.1 Original Equipment Manufacturer (OEM) Technical Manuals and specifications for
PN: S8LJE-02RF1-03RF1-SS-H2-TB.
3.2 U.S. Coast Guard Standard Specification (CG-47) - General Requirements for Ship
Repair.
4.0 TECHNICAL REQUIREMENTS CLIN 001
The Contractor shall provide all labor, materials, equipment, and facilities necessary to
perform the following:
4.1 Disassembly and Cleaning
Carefully disassemble the relief valve in accordance with OEM guidelines.
Thoroughly clean all internal and external components to remove scale, debris, and
marine growth without damaging the base metal or seating surfaces.
4.2 Inspection
Perform a visual and dimensional inspection of all hard parts (body, spring, stem,
disc, nozzle, etc.).
Identify any wear, pitting, scoring, or damage that exceeds OEM tolerances.
Deliverable: Submit a Condition Found Report (CFR) to the Coast Guard Technical
Point of Contact (TPOC) detailing the inspection results and recommending any
additional repairs or replacement of hard parts prior to proceeding.
4.3 Overhaul and Reassembly
Upon approval of the CFR, replace all soft goods (including O-rings, gaskets,
packing, and seals) using 100% genuine OEM replacement parts.
Machine or lap seating surfaces as necessary to achieve a proper seal, strictly
within OEM tolerances.
Reassemble the valve in accordance with OEM specifications, applying the correct
torque values to all fasteners.
4.4 Testing and Calibration
Perform hydrostatic shell testing and seat leakage testing in accordance with
applicable OEM and industry standards.
Set, calibrate, and pop-test the relief valve to the designated set pressure required
by the ship's system parameters.
Aix a new metallic calibration tag to the valve indicating the set pressure, test date,
and contractor identification.
Deliverable: Provide a certified Test Report documenting the set pressure, pop
pressure, reseat pressure, and confirmation of zero leakage.
5.0 GOVERNMENT FURNISHED PROPERTY (GFP)
The Coast Guard will provide the following:
Two (2) Relief Valve, PN: S8LJE-02RF1-03RF1-SS-H2-TB. USCG will ship valves to the
contractor. Contractor is responsible for shipment of valves to USCG Base Seattle
via two-day delivery methods.
6.0 Period of Performance: within 15 days from the award.
6.1 CLIN 0002: Potential Repairs based on CFR not to exceed ($1,500 dollars)
6.2. Pricing for any additional travel costs, material, or field service days will be requested
and handled by the KO under the terms of the contract. Any repairs beyond the base scope
identified because of the troubleshooting shall be documented in a Condition Found
Report (CFR) with a technical description of the recommended repairs. The CFR shall be
provided to the Technical POCs and the Contracting Oicer.
6.3. Any additional work will be authorized only by the KO through a written contract
modification. The contractor shall not perform any repairs beyond the base scope until
specifically authorized in writing by the KO. If the Government elects to proceed with
additional repairs, the KO will issue a written contract modification that identifies the
authorized additional work and associated firm fixed price. The contractor shall base any
proposal for additional repairs on the findings in the CFR.
