### Description

The City of Thorold is seeking a qualified consulting team to develop a comprehensive Parks, Trails, Recreation, and Culture Master Plan. This plan will build upon the City's 2020 Master Plan and provide a long-range strategic framework to guide future investment, service delivery, operations, and decision-making. The work includes background research, demographic analysis, inventory and assessment of existing facilities and services, community consultation, needs assessments, GIS mapping, and recommendations for infrastructure, programming, operations, staffing, partnerships, accessibility, sustainability, and asset management.
