### Description

<p><strong><u>Description</u></strong></p>

<p>Naval Air Warfare Center Weapons Division is conducting market research to identify capable sources for an integrated radio-frequency (RF) test-equipment capability supporting aircraft electronic-warfare system integration and test.</p>

<p>The Government requires a complete solution capable of:</p>

<ol>
	<li>Importing, storing, processing, streaming, and playing back the Government&rsquo;s existing I/Q data files;</li>
	<li>Recording and Generating RF signals from applicable I/Q data while preserving required data integrity and signal fidelity;</li>
	<li>Interfacing between the I/Q recorder, RF signal generator, and the Government&rsquo;s existing signal and spectrum analyzer test architecture; and</li>
	<li>Providing all required hardware, software licenses, interfaces, cables, installation, integration, and support necessary for an operational configuration.</li>
</ol>

<p>The Government&rsquo;s existing test architecture includes an R&amp;S FSW67 signal and spectrum analyzer requiring a digital-I/Q streaming-interface upgrade. The anticipated solution must support interoperability between the existing analyzer, the I/Q recorder, and the RF signal-generator configuration.</p>

<p>The Government possesses an existing library of R&amp;S-format I/Q data files that must be usable within the required test architecture. Proposed solutions must identify any conversion, translation, preprocessing, or additional hardware/software necessary to use the Government&rsquo;s existing files. Any proposed data conversion must preserve the required data integrity, metadata, timing, sample rate, bandwidth, phase coherence, and signal fidelity.</p>

<p>The Government is seeking information to determine whether sources other than the original equipment manufacturer can provide a complete solution meeting the Government&rsquo;s minimum requirements. This notice is issued for market-research purposes only and does not constitute a solicitation, request for proposal, request for quotation, or commitment by the Government to award a contract.</p>

<p><strong><u>Minimum Performance Information</u></strong></p>

<p>Interested sources shall address their ability to meet the following Government requirements:</p>

<ul>
	<li>Compatibility with the Government&rsquo;s applicable R&amp;S-format I/Q data files;</li>
	<li>I/Q import, storage, processing, streaming, and playback capability;</li>
	<li>RF signal-generation capability using applicable I/Q data;</li>
	<li>Compatibility with the Government&rsquo;s existing R&amp;S FSW67 analyzer configuration and required digital-I/Q streaming interface;</li>
	<li>Required RF frequency range: 100kHz to 20GHz</li>
	<li>Required instantaneous bandwidth: 1GHz with 12 bits I/Q and 512MHz with 16 bits I/Q</li>
	<li>Required I/Q sample rate and data throughput: 1200Msamples/s</li>
	<li>Required storage capacity: 15 TB</li>
	<li>Required modulation, pulse, waveform, and output-performance functions: Amplitude, Frequency, Phase, Pulse and I/Q modulations.&nbsp; Maximum RF output power levels greater than or equal to 20dBm across the frequency range.</li>
	<li>Required RF, Ethernet, digital-I/Q, and other interfaces: 10 Gigabit Ethernet, 40 Gigabit Ethernet and USB 3.0</li>
	<li>Delivery, installation, integration, training, calibration, warranty, and sustainment-support requirements; and</li>
	<li>End-to-end Government acceptance testing using representative Government-furnished I/Q data.</li>
</ul>

<p><strong><u>Requested Capability Statement Content</u></strong></p>

<p><u>Interested sources shall submit a capability statement containing:</u></p>

<ol>
	<li>Company name, address, UEI, CAGE code, business size/status, and point of contact;</li>
	<li>Identification of the source as the OEM, an authorized distributor, authorized reseller, or other provider;</li>
	<li>A description of the proposed end-to-end technical solution;</li>
	<li>Identification of all proposed hardware, software, licenses, adapters, interfaces, cables, and ancillary services;</li>
	<li>Technical evidence demonstrating compatibility with the Government&rsquo;s existing I/Q data files and test architecture;</li>
	<li>Identification of any file conversion or preprocessing required and its effect on data integrity and signal fidelity;</li>
	<li>A description of compatibility with the existing R&amp;S FSW67 configuration and the required digital-I/Q streaming capability;</li>
	<li>Evidence of prior successful performance of comparable I/Q recording, processing, streaming, playback, and RF signal-generation capabilities;</li>
	<li>Estimated delivery lead time and a description of installation, integration, training, calibration, warranty, and sustainment support; and</li>
	<li>A statement whether the source can provide the complete requirement as described in this notice.</li>
</ol>
