### Description

<p>The government will solicit offers/quotes for mobile telephone and data services to the United States Embassy to Angola and Sao Tome and Principe.&nbsp; Service providers shall be capable of providing 4G network coverage in Angola and provide data, voice, SMS and related telecommunications services.&nbsp; Services shall include mobile data, cellular voice, text messaging, roaming, and international calls on both a prepaid and postpaid basis.&nbsp; The service provider shall also be able to provide short term cellular telephone and mobile hostspot hardware and services.</p>

<p>The anticipated performance period is for a base year, with four one-year option periods, if exercised by the Government. All responsible sources may submit a quotation, which will be considered.</p>

<p>The Government may award the contract based on the initial offer without discussion. The resultant contract will be a firm fixed price Indefinite Delivery Indefinite Quantity type contract.</p>

<p>All contractors must be registered in the SAM (System for Award Management) Database https://www.sam.gov prior to submitting an offer pursuant to FAR provision 52.204-7 unless an exception exists. Therefore, prospective offerors are encouraged to register prior to the submittal of quotations/proposals. However, this procurement may be subject to the FAR (Overhaul) Clause 4.203-1(b)(5)(ii) regarding SAM registration.&nbsp; If this exception applies at the time of solicitation posting, vendors will be directed to the FAR (Overhaul) Clause 4.203-1(e) which requires collection of the appropriate information at time of receipt of an offer or quotation.</p>
