### Description

<p>BlackFish by Horizon - ground, airborne, and shipborne satellite detection system.&nbsp;This is equipment will assist agents in their investigations by using satellite tracking information for gathering<br />
target intelligence.</p>

<p>The Drug Enforcement Administration (DEA) intends to negotiate on a sole source procurement with Horizon Technologies, LLC., 1101 Connecticut Avenue NW, Suite 450, Washington, DC 20036-4303 for the acquisition of Blackfish by Horizon &ndash; ground, airborne, and shipborne satellite detection system.</p>

<p>In accordance with FAR 5.207(c)(16)(ii), vendors that feel they can meet the Government&#39;s requirements detailed above may submit a capability statement which shall be considered by the Agency. The Government anticipates the award of a firm-fixed price purchase order. A determination by the Government not to open the requirement to competition based on responses to this notice is solely within the discretion of the Government. The acquisition will be conducted through the FAR Part 13 &quot;Simplified Acquisition Procedures.&quot; The North American Industry Classification System (NAICS) Code for this requirement is 334511. This notice of intent is not a request for competitive quotation. A Request for Quotation (RFQ) is not available.&nbsp;</p>
