### Description

<p>The Internal Revenue Service (IRS) Criminal Investigation (CI) Center for Science and Design (CSD) anticipates awarding a Brand Name or Equal to Firm Fixed Price purchase order to procure software perpetual licenses and training. This Request for Quotation (RFQ) is issued as a Total Small Business Set-Aside for the acquisition of two (2) Amped AUTHENTICATE, Brand Name or Equal, in accordance with the requirements and salient characteristics identified in this solicitation. &nbsp;</p>

<p>The Government has identified Amped AUTHENTICATE as the brand-name product that represents the characteristics and level of quality necessary to satisfy the Government&#39;s requirements. In accordance with FAR 11.104 and FAR 52.211-6, Brand Name or Equal, quotations proposing an equal product will be considered, provided the quoted product satisfies all salient physical, functional, and performance characteristics identified in this solicitation.&nbsp;</p>

<p>Offerors proposing an &quot;equal&quot; product shall provide sufficient technical information with their quotation to demonstrate that the proposed product meets each of the Government&#39;s stated salient characteristics. The Government will evaluate the information provided to determine whether the&nbsp;proposed product is acceptable.</p>
