SOURCES SOUGHT NOTICE
BUILDING AND GROUNDS MAINTENANCE SERVICES AT KINZUA DAM, WARREN, PENNSYLVANIA
THIS IS A SOURCES SOUGHT NOTICE FOR MARKET RESEARCH PURPOSES ONLY. THIS IS NOT A SOLICITATION, REQUEST FOR QUOTATION, OR REQUEST FOR PROPOSAL. NO CONTRACT WILL BE AWARDED FROM THIS NOTICE.
The U.S. Army Corps of Engineers (USACE), Pittsburgh District, is conducting market research to identify firms capable of providing combined Building and Grounds Maintenance Services at Kinzua Dam in Warren, Pennsylvania.
The Government anticipates awarding one contract that includes both janitorial services and mowing/grounds-maintenance services. The general scope includes, but is not limited to:
Janitorial cleaning of designated buildings, offices, restrooms, and public-use areas;
Collection and disposal of interior and exterior solid waste;
Restroom cleaning and replenishment of supplies;
Floor, window, and other periodic cleaning services;
Mowing, trimming, edging, and vegetation control;
Spring and fall cleanup and leaf removal;
Pruning, mulching, weed control, and pesticide or herbicide application, when required;
Policing and maintaining designated grounds, trails, and landscaped areas; and
Other related Building and Grounds Maintenance Services identified in the Performance Work Statement.
The anticipated place of performance is Kinzua Dam and associated facilities in Warren County, Pennsylvania. The current contract expires on January 31, 2027.
The applicable North American Industry Classification System (NAICS) code is 561730, Landscaping Services. The corresponding small-business size standard is $9.5 million in average annual receipts.
The Government is particularly interested in determining the availability of capable small businesses, including local firms and firms participating in the Small Business Administration’s socioeconomic programs. Firms may perform the services using their own personnel or through subcontracting arrangements; however, respondents must demonstrate their ability to manage and remain responsible for the entire combined requirement.
Interested firms should submit a capability statement containing the following information:
Business name, physical address, website, and primary point of contact, including telephone number and email address.
Unique Entity Identifier and Commercial and Government Entity code.
Business size and applicable socioeconomic status under NAICS 561730.
A description of the firm’s experience performing combined janitorial and grounds-maintenance services of similar size, scope, and complexity.
Examples of relevant contracts performed within the past five years, including the customer, contract value, period of performance, location, and brief description of the services.
A description of the firm’s staffing, equipment, licenses, and other resources available to perform the requirement.
Identification of which services would be self-performed and which, if any, would be subcontracted.
The firm’s ability to manage and coordinate both janitorial and grounds-maintenance services under one contract.
Any recommendations concerning the acquisition strategy, contract structure, performance requirements, or other matters that may improve competition, performance, or pricing.
An approximate annual price or rough order-of-magnitude estimate for performing the combined requirement, if available. Any estimate provided is for market-research and acquisition-planning purposes only and will not be considered a quotation or proposal.
The Government may use the information received to determine the appropriate acquisition strategy and whether the requirement should be set aside for small-business participation.
Interested firms shall submit their responses by email to Lisa Bisnette at Lisa.D.Bisnette@usace.army.mil no later than 10:00 a.m. Eastern Time on October 1, 2026. The email subject line shall state: “Sources Sought Response – Kinzua Building and Grounds Maintenance.”
Responses shall not exceed three (3) pages, excluding a standard capability statement provided as a separate attachment.
Respondents will not be notified individually of the results of this market research. The Government will not reimburse respondents for any costs incurred in preparing or submitting a response. The Government is under no obligation to issue a solicitation or award a contract as a result of this notice. Information submitted in response to this notice will be used for acquisition-planning and market-research purposes only.
