<p>NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT</p>

<p><strong>Title:</strong> On-Site Disassembly, Reassembly, and Technical Support Services for Laboratory Equipment Relocation</p>

<p>Description</p>

<p>The National Institutes of Health (NIH) intends to award a sole source, firm-fixed-price purchase order to <strong>Mirion Technologies (Canberra), Inc.</strong>, 800 Research Parkway, Meriden, CT 06450.</p>

<p>This notice is not a request for competitive proposals.</p>

<p>NIH requires manufacturer-provided, on-site Field Support Engineer (FSE) services to support the relocation of sensitive radiation detection equipment from NIH Building 21 to Building 13. Services include pre-move performance evaluation, disassembly and preparation for transport, coordination with the Government&#39;s separate rigging contractor, reassembly, testing, operational verification, startup assistance, and basic system familiarization for NIH personnel.</p>

<p>The equipment covered by this requirement includes:</p>

<ul>
	<li>
	<p>One (1) Fastscan Whole Body Counter</p>
	</li>
	<li>
	<p>One (1) Accuscan Whole Body Counter</p>
	</li>
	<li>
	<p>Two (2) Broad Energy Germanium (BeGE) detector systems and associated shielding</p>
	</li>
</ul>

<p>Authority</p>

<p>This action will be conducted as a simplified acquisition using other than full and open competition pursuant to <strong>FAR 13.106-1(b)</strong> and documented in accordance with <strong>FAR 13.106-3(b)(3)</strong>.</p>

<p>Sole Source Basis</p>

<p>Mirion Technologies (Canberra), Inc. is the Original Equipment Manufacturer (OEM) of the Fastscan, Accuscan, and BeGE detector systems.</p>

<p>NIH has determined that Mirion is the only source capable of performing the required services because:</p>

<ul>
	<li>
	<p>The equipment hardware, software, and instrumentation are proprietary to Mirion.</p>
	</li>
	<li>
	<p>Mirion does not license third parties to provide technical service for its proprietary software or instrumentation.</p>
	</li>
	<li>
	<p>The required work must be performed by Mirion-trained and certified Field Support Engineers with the technical knowledge and proprietary access necessary to properly disassemble, reassemble, test, and verify the systems.</p>
	</li>
	<li>
	<p>Service or upgrades performed by a non-OEM source could affect the equipment warranty and result in additional cost to the Government.</p>
	</li>
	<li>
	<p>Mirion provides these services directly and does not have authorized resellers for the required services.</p>
	</li>
</ul>

<p>Estimated Value</p>

<p>The estimated total value of this action is <strong>$50,000.00</strong>.</p>

<p>Interested Parties</p>

<p>This notice is not a request for competitive proposals. However, any responsible source that believes it can meet the Government&#39;s requirement may submit a capability statement or other documentation demonstrating its ability to perform the required services.</p>

<p>Responses must clearly demonstrate the firm&#39;s ability to provide manufacturer-level service for the specific Mirion systems identified above, including any required authorization, licensing, technical certifications, and access to proprietary software, instrumentation, or technical information.</p>

<p>All timely responses will be considered by the Government. A determination not to compete this requirement based on responses received is solely within the discretion of the Government.</p>

<p>If no response demonstrates the capability to meet the Government&#39;s requirement, NIH intends to proceed with the sole source award to Mirion Technologies (Canberra), Inc.</p>
