<p><strong>BACKGROUND</strong></p>

<p></p>

<p>The National Forensic Chemistry Center (NFCC) in the Office of the Commissioner/Office of Chief Scientist/Office of Specialty Laboratories and Enforcement Support (OC/OCS/OSLES) requires service contracts for Griffin G510 portable gas chromatographs with mass spectral detection (GC-MS) instruments and Griffin G510x portable gas chromatographs with mass spectral detection (GC-MS) instruments. These instruments are used in our current laboratory toolkit to detect drugs of abuse, like opioid-containing products, and the results of which will help prevent these products from entering the country. These instruments need maintenance performed on a regular basis and need to have limited downtime. Therefore, a service contract with the manufacturer would be beneficial to keep the instruments in good working order.</p>

<p><strong>PURPOSE</strong></p>

<p>The purpose of this acquisition is to obtain a service contract to support the annual maintenance and repair for the Griffin G510 and G510X portable GC-MS instruments.</p>

<p><strong>SCOPE</strong></p>

<p></p>

<p>The contractor shall provide all resources necessary to accomplish the tasks and deliverables described in this Statement of Work (SOW). The National Forensic Chemistry Center (OC/OCS/OSLES/NFCC) requires service contracts for Griffin G510 portable gas chromatographs with mass spectral detection (GC-MS) instruments and Griffin G510x portable gas chromatographs with mass spectral detection (GC-MS) instruments, with Service Reports to be issued following each service.</p>

<p><strong>REQUIREMENTS</strong></p>

<p></p>

<p>At a minimum, the support plan shall cover engineer labor and travel, at least one annual scheduled Preventative Maintenance (PM) service per year, any repairs needed on the instrument during the coverage period, factory-certified replacement parts, and technical support. Through the service agreement, the contractor shall provide the necessary personnel to execute on-site or at the place of manufacture for preventative maintenance and repair and other services as identified below:</p>

<ul>
<li><strong>Minimum Performance Requirements</strong></li>
</ul>

<ol>
<li>Providing users with direct telephone and/or remoting-in capabilities for technical support from Original Equipment Manufacturer (OEM)-trained individuals. The contractor shall provide unlimited telephone and email access to instrument technical support Monday-Friday between the hours of 8-4 p.m. local time (places of performance span all time zones within the continental United States).</li>
<li>The equipment portion of the service agreement shall include at least one annual Preventative Maintenance (PM) service per year per instrument and on-site repair calls when necessary

<li>The service contract must provide unlimited ability to ship the instrument back to the manufacturer at their cost with a maximum 72-hour response time for shipment back (for issues that cannot be resolved remotely via telephone or remoting in).</li>
<li>All maintenance and repair activities (including warranty work) shall be accomplished in accordance with Original Equipment Manufacturer (OEM) specifications using OEM parts.</li>
<li>Preventative Maintenance service shall include all consumables and supplies necessary to complete the OEM’s suggested PM protocol.</li>
<li>A loaner instrument when repair will be over 5 days will be provided at the cost of the contractor, when available.</li>
</ol>
</li>
<li>All PM or repair services shall be performed by OEM trained technicians (verified by the OEM).</li>
<li>Contractor shall have access to the most current OEM factory training for Hardware.</li>
<li>Contractor shall have access to the most current OEM factory parts.</li>
<li>Contractor shall not use salvaged parts from other instruments when performing maintenance and repair.</li>
<li>All parts used in the PM and repairs must be guaranteed, factory tested, OEM quality parts.</li>
<li>PM included replacing parts subject to wear as defined by OEM specific PM checklist with OEM factory parts.</li>
<li>Systems covered include G510 and G510X portable GC-MS.</li>

<p><strong>RECORDS AND REPORTS</strong></p>

<p>The contractor shall, upon completion of each service call (including warranty service), provide the end-user with a copy of a field service report/ticket. This report shall identify the equipment name, manufacturer, model number, serial number, reason for the service call, detailed work performed, test instruments or other equipment used, technician’s name and contact information, on-site hours expended, and parts/components replaced. Additionally, the contractor shall provide monthly reports to the FDA COR and/or COR designee, no later than the fifth workday following each month, summarizing all maintenance and repair activities (including warranty work) performed during that month.</p>

<p><strong>PLACE OF PERFORMANCE</strong></p>

<p>Tasks must be performed on-site at each laboratory or shipped back to the manufacturer at their cost. Services on-site must be during each laboratory’s operational hours, typically Monday through Friday from 8:00 a.m. to 4:00 p.m.. Alternative arrangements may be made with each laboratory at the time of scheduling. Individual points of contact (POCs) will be identified at the time of award.</p>

<p><strong>PERIOD OF PERFORMANCE</strong></p>

<p>The period of performance begins on the date of contract award execution. The base period is 1 year from the award date. The contract includes three one-year option periods that the government may exercise unilaterally. If exercised, the performance period for each option year will be specified in each modification. The performance periods for the options extend the contract if exercised in accordance with FAR 52.217-9.</p>
