<p><strong>Request for Quotation</strong></p>

<p><strong><u>SECTION I &ndash; GENERAL INFORMATION</u></strong></p>

<p>This is a solicitation for <strong>commercial services</strong> prepared in accordance with the format in Revolutionary FAR Overhaul (RFO) Part 12.202, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Offers are being requested and a separate written solicitation will not be issued.</p>

<p>This acquisition is set aside for small business concerns. The applicable NAICS code for this acquisition is 711130, and the applicable PSC is G002, the size standard of $15.0M.</p>

<p>The Defense Priorities and Allocations System (DPAS) rating program does not apply to this acquisition.</p>

<p>This RFQ is NOT to be construed as a commitment by the United States Air Force. The Government is NOT liable for any costs and/or activity associated with providing a response to this announcement. Any costs incurred as a result of a response to this announcement shall be borne by the firm and will not be charged to the government for reimbursement. The Government reserves the right to award some or all of the line items represented herein. The Government reserves the right to cancel this solicitation either before or after the closing date.&nbsp; In the event the Government cancels this solicitation, the Government has no obligation to reimburse for costs associated with providing a quote.</p>

<p><strong><u>SECTION II &ndash; REQUIREMENT DESCRIPTION</u></strong></p>

<ol>
	<li>This is a non-personal services contract to provide Chapel Music Services for Vandenberg Space Force Base (VSFB). The Contractor shall provide equipment, supplies, materials not listed in previous Pre-Solicitation Notice. The contractor shall provide all labor, transportation, supervision, and support necessary to provide Chapel Music Services at Vandenberg Space Force Base.</li>

<p><strong><u>Section III- Period of Performance (projected after date of award)</u></strong></p>

<p>Base Period: 27 Sep 2026 through 27 September 2027 (12 Months).</p>

<p>Option Period 1: 28 September 2027 through 28 September 2028 (12 Months).</p>

<p>Option Period 2: 29 September 2028 through 29 September 2029 (12 Months)</p>

<p>Option Period 3: 30 September 2029 through 30 September 2030 (12 Months)</p>

<p>Option Period 4:&nbsp; October 2030 through 1 October 2031 (12 Months)</p>

<p><strong><u>SECTION IV &ndash; RFO 52.212-2 ADDENDUM</u></strong></p>

<p>Evaluation&mdash;Commercial Products and Commercial Services</p>

<p>Evaluation Factors for Award: The Government intends to award the lowest priced quote that is technically acceptable. The Government is not required to establish a competitive range, conduct discussions, or score quotes. Consistent with simplified acquisition procedures, the evaluation process is as follows.</p>

<ol>
	<li><strong>Price</strong>: The Government will evaluate all quotes for price, ranking them from lowest to highest total evaluated price.&nbsp; The total evaluated price is the sum of all Contract Line Items.</li>
	<li><strong>Technical Capability</strong>: Offerors shall prepare and submit a technical narrative (attached) with sufficient information to allow the Government to evaluate the technical capability in addition to video recordings of the attached music samples, to be submitted to DOD Safe: https://safe.apps.mil/verify.php . The Government will evaluate the lowest priced offeror&rsquo;s technical capability statement to ensure it meets the requirements set forth in the attached Performance Work Statement. If the offerors response to the technical capability document is determined NOT to meet the Government&rsquo;s requirement, the evaluation will continue to the next lowest quote until one is determined to meet the Government&rsquo;s requirement. All offerors shall provide a complete Technical Questionnaire and a video submission demonstrating their capability to perform attached music samples.</li>
	<li><strong>Past Performance</strong>: Offerers will be evaluated based on evidence of satisfactory past performance.&nbsp;To receive an <strong>Acceptable</strong> rating, offerors must submit up to three prime or major subcontractor references performed within the past <strong>three (3) years</strong> (Recency) that match the scope, magnitude, and complexity of the current performance work statement (Relevancy), with documented CPARS or questionnaire ratings of <strong>&quot;Satisfactory&quot;</strong> or higher in quality, schedule, and management (Quality).&nbsp;&nbsp;</li>
</ol>

<p>Note: Offeror shall provide proof that they have two (2) cleared escort available to start by the required date. Offeror will provide the following information for the identified escort(s): full legal name, phone number and email address.</p>
