<p><strong>RESTRICTED COMPETITION </strong></p>

<p>The Indian Health Service (IHS), Phoenix Area Office (PAO), intends to award a commercial purchase order to provide Nurse Telephone Triage and/or Nurse Advice Line Services for continued analog telephone services at various locations within the Phoenix Area Office.</p>

<p>This acquisition is being conducted pursuant to HHS FAR Class Deviation 2025-09, Amendment 2, which requires HHS contracting staff to follow the Revolutionary FAR Overhaul (RFO) FAR Part 12 model deviation text for acquisitions of commercial products and commercial services.</p>

<p>Competition is restricted in accordance with RFO FAR 12.102(a), Restricting Competition. The Contracting Officer has documented the decision that only one source is available and the basis for that decision.</p>

<p><strong>DESCRIPTION OF REQUIREMENT </strong></p>

<p>The Indian Health Service (IHS) requires contractor-operated nurse telephone triage and advice line services to support eligible American Indian and Alaska Native beneficiaries served by CRSU, ELKO, FYSU, and U&amp;O. The services support the facilities&rsquo; missions to promote physical, mental, social, and spiritual wellness and to provide beneficiaries timely access to clinical guidance when facility staff may not be immediately available.</p>

<p>The contractor shall provide Registered Nurse (RN) access using evidence-based, nationally recognized, physician-approved triage protocols. Based on clinical assessment, advice may range from home/self-care instructions and education regarding non-emergent appointments or prescription-renewal processes to direction to urgent or emergency care. The FYSU/U&amp;O and CRSU/ELKO source documents also identify medical, dental, and behavioral health questions as within the advice-line context.</p>

<p><strong>BASIS FOR RESTRICTING COMPETITION </strong></p>

<p>Risen Video Production, LLC is the intended source.</p>

<p>The Government conducted market research, including review of the existing Nurse Advice/Nurse Triage Telephone Services, historical acquisition information, available commercial capabilities, consultation with Government personnel familiar with operations at Phoenix Area locations, and issuance of a public Sources Sought Notice.</p>

<p>Market research identified one potential alternative source proposing a Nurse Advice/Nurse Triage Telephone services. The information obtained did not demonstrate site-specific availability and reliability sufficient to establish that the alternative solution would satisfy the Government&#39;s minimum requirement for reliable and continuous Nurse Advice/Nurse Triage Telephone services at Phoenix Area locations.</p>

<p>No other capable source was identified. Risen Video Production, LLC is therefore the only source identified that has demonstrated the capability to satisfy the Government&#39;s minimum requirements.</p>

<p><strong>RESPONSE TO THIS SOLICITATION </strong></p>

<p>This solicitation is issued on a restricted-competition basis to Risen Video Production, LLC The Government is not requesting competitive quotations from the public.</p>

<p>In accordance with applicable public notice requirements, all responsible sources may submit information demonstrating their capability to satisfy the Government&#39;s requirement, which will be considered by the agency prior to award.</p>

<p>Any responsible source other than the intended source that believes it can satisfy the requirement should provide sufficient site-specific information demonstrating its capability to provide Nurse Advice/Nurse Triage Telephone at Phoenix Area locations, including service availability at the actual place of performance, continuity of the existing &nbsp;services, compatibility with existing Nurse Advice/Nurse Triage Telephone services, and any transition or infrastructure requirements.</p>

<p>Responses from alternate sources are not requested as competitive quotations under this solicitation and will be considered for purposes of determining whether the Government&#39;s decision to restrict competition should be reconsidered.</p>
