<p><strong>SECTION 3: STATEMENT OF NEED & SALIENT CHARACTERISTICS</strong></p>
<p>The 412th Maintenance Squadron, Metals Technology Section (412 MXS/MXMFM) at Edwards AFB, CA, requires the procurement, delivery, turnkey installation, calibration, and training for one (1) high-performance Dual-Chamber Aerospace Heat Treating (DCAHT) Furnace System. The system will be used specifically for military aircraft maintenance heat treating of precipitation hardening (PH) stainless steels, titanium, and ferrous alloys.</p>
<p>The Government references the <strong>Delta H Defender Series Dual Chamber Aerospace Heat Treating Furnace System (Model: DEF-DC-RH-241236/2000-RH-241636/2000-SR)</strong> as the baseline of standard and performance. Quotes offering "Equal" alternative systems will be evaluated on whether the proposed equipment meets or exceeds the following objective salient characteristics:</p>
<p><em>1. General System Architecture & Compliance</em></p>

<p>Quotes must be submitted electronically via email to the Contracting Officer and Contract Specialist listed in Section 8 no later than the deadline specified. Late quotes will be handled in accordance with RFO 52.212-1(c).</p>
<p>Offerors shall format their quotes into two (2) separate email attachments:</p>

<p><strong>SECTION 6: EVALUATION FACTORS FOR AWARD (ADDENDUM TO FAR 52.212-2)</strong></p>
<p>The Government will award a Firm-Fixed-Price contract resulting from this solicitation to the responsible offeror whose quote conforms to the solicitation and offers the Best Value to the Government.</p>
<p>Evaluation of quotes will proceed as follows:</p>
<p><em>Factor 1: Technical Acceptability</em></p>
<p>Quotes will be rated on a <strong>Pass/Fail (Acceptable / Unacceptable)</strong> basis. Technical acceptability requires complete compliance with all salient characteristics in Section 3, delivery schedule, pyrometry standards (SAE AMS2750H / USAF T.O. 1-1A-9), and Statement of Work criteria. Quotes that fail to substantiate compliance with all mandatory requirements will be determined technically unacceptable and excluded from award consideration.</p>
<p><em>Factor 2: Price</em></p>
<p>Price will be evaluated on the <strong>Total Evaluated Price</strong>, calculated as the aggregate sum of CLINs 0001 through 0007. Pricing will be reviewed for completeness and fair and reasonable determination in accordance with RFO 15.404-1</p>
