<p>Background and Summary:&nbsp;OSD desires to prototype a novel, scalable operational framework&mdash;the Prototypes and Experiments Rapid Fielding Sites (PERFS)&mdash;to rapidly integrate, evaluate, and transition disparate maritime and border defense technologies from laboratory environments to field operations.</p>

<p>Problem: The Navy lacks a standardized, agile testing methodology and infrastructure capable of rapidly evaluating and integrating emerging intelligence, maritime, and border defense technologies against dynamic operational threats.</p>

<p>Desired Objectives:&nbsp;To design, test, and validate a repeatable operational and business process prototype that accelerates the evaluation and transition of maritime dominance and border defense capabilities to the warfighter.</p>
