<p>The Naval Surface Warfare Center Carderock Division (NSWCCD) has a requirement for CMPRO software.&nbsp; The compliant material is available solely from Professional System Associates, Inc., as the required support can only be purchased through PSA.&nbsp; The NAICS code is 513210 and the business size is $47 million.</p>

<p>The proposed purchase order is being solicited on a sole-source basis to Professional System Associates (PSA).&nbsp; The proposed action is for CMPRO software, for which the Government intends to solicit and negotiate with only one source pursuant to FAR 6.302-1(a)(2)(ii).&nbsp; The basis for restricting competition is for the following reasons: PMA is the only source of the required items, with no compatible material on the market.&nbsp; The NSWCCD intends to award a firm fixed-price purchase order to Professional System Associates, Inc. using Simplified Acquisition Procedures.</p>

<p>Interested parties may identify their interest to this requirement by submitting a capabilities statement no later than 12:00PM 23 September 2026.&nbsp; This notice of intent is NOT a request for competitive proposals.&nbsp; However, all responses received by 12:00PM on 09/23/2026 will be considered by the Government. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government.&nbsp; Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.</p>
