### Description

<p><strong>1. Notice of Intent</strong><br />
The Air National Guard, 180th Fighter Wing, intends to award a firm-fixed-price purchase order on a sole-source basis to L3Harris Technologies, Inc.&nbsp;</p>

<p><strong>2. Statutory Authority</strong><br />
This action is being executed under the authority of 10 U.S.C. 3204(a)(1) as implemented by FAR 13.106-1(b)(1): For purchases not exceeding the simplified acquisition threshold, contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available.</p>

<p><strong>3. Description of Requirement</strong></p>

<p>The Government requires proprietary equipment only sold by L3Harris for use with L3Harris equipment already in place. Due to security mandates, changes to configurations on command-and-control capabilities require secure communications from primary work stations while maintaining mandated distance from secret interent protocol router networks. The government is procuring remote heads that seamlessly integrate and interface with the unit&#39;s existing communications ecosystem currently installed at the operator consoles.&nbsp;</p>

<p><strong>4. Rationale for Sole Source</strong></p>

<p>L3Harris equipment is already in place and integrated throughout workstations. Procuring remote heads from any other manufacturer would result in sever interoperability failures with the existing base station radios, necessitating a complete and cost-prohibitive overhaul of the Command Post&#39;s communications infrastructure. Consequently, L3Harris is the only responsible source reasonably available that can provide equipment capable of meeting the Government&#39;s minimum interoperability and TEMPEST and SIPR compliance requirements.&nbsp;</p>

<p><strong>5. Notice to Interested Parties</strong></p>

<p>This notice of intent is&nbsp;<strong>not</strong>&nbsp;a request for competitive quotes, proposals, or an invitation for bids. A formal competitive solicitation will not be issued. However, all responsible sources that believe they can meet this requirement may submit a capability statement, proposal, or quotation, which shall be considered by the agency.</p>

<p>Any submission must explicitly demonstrate the vendor&#39;s ability to manufacture these remote units, including proof of capability to access and comply with the TEMPEST and SIPR requirements, and seamlessly integrate and interface with existing unit L3Harris equipment. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement for this or future requirements. Responses must demonstrate clear, convincing evidence that competition would be advantageous to the Government, would not hinder the mission objective, and that the alternative equipment is fully compatible with the existing L3Harris network architecture. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.</p>
