Notice of Intent to Sole Source
This is a Special Pre-Solicitation Notice for a prospective Fiscal Year 2026 Sole Source Award. This is not a Solicitation. The Veteran s Affairs (VA) Office of Acquisition, Logistics, and Construction - Office of Research and Development, Regional Procurement Office East headquartered in Pittsburgh, PA intends to negotiate a sole source award to DALTON BIOANALYTICS INC, (with address 570 Westwood Plaza Building, Los Angeles, CA 90095-7227) for LC-MS Analysis of Rat Plasma Samples Services that will focus on the VA Bronx Research Department s requirements. All necessary Office of Research & Development (ORD) and other approvals have been obtained for this procurement. These services will provide Multiomics analysis of blood plasma from blast-exposed and control rats in effort to identify specific blood markers. This Contractor s unique capabilities/characteristics as they relate to meeting the Veterans Health Administration s needs, are the basis for a Sole Source award to procure these required services.
Since the intent is to procure on a sole source basis, no solicitation will be posted to Contracting Opportunities on SAM.gov at https://sam.gov/. The applicable NAICS code is 541380; with a $19 M Size Standard. The PSC is AN11. The Authority for this action is Revolutionary FAR Overhaul (RFO) Federal Acquisition Regulations (FAR) 6.103-1; Only one responsible source and no other supplies or services will satisfy agency requirements.
As stated earlier, this Notice is not a solicitation, and it is not a request for competitive proposals. However; Capability Statements with supporting documentation for equal/better services, may be sent to the Contracting Office no later than Friday, September 18th, 2026, at 9:00 AM EST.
