<p>NOTICE OF INTENT TO AWARD A SOLE-SOURCE CONTRACT<br />
<br />
The U.S. Army Mission and Installation Contracting Command (MICC) - Fort Hood / ATEC at White Sands Missile Range (WSMR), NM intends to negotiate and award a sole-source, firm-fixed-price purchase order to Safran Defense &amp; Space, Inc. (CAGE: 1UAE7) for the WSMR Safran Telemetry Tracking Systems Windows 11 IoT Operating System Upgrade.<br />
<br />
1. REGULATORY AUTHORITY: The statutory authority permitting the sole-source acquisition of these commercial services is 41 U.S.C. 1901, as implemented by RFO FAR 12.102(a) (Only One Source Available) and the procedures at RFO FAR 12.201-1.<br />
<br />
2. REQUIREMENT DESCRIPTION: The contractor shall provide project management, custom software image development, DISA STIG cybersecurity hardening, and on-site integration services at WSMR. Key deliverables include: - System-specific Windows 11 IoT Enterprise OS image development and licenses for eleven (11) proprietary ACU/DTR systems. - System-specific Windows 11 IoT Enterprise OS image development and licenses for ten (10) proprietary Telemetry Maestro systems. - Full DISA STIG OS hardening software installation, testing, and operations documentation across all twenty-one (21) systems. - Configuration reports and installation procedures for each baseline.<br />
3. SOLE SOURCE JUSTIFICATION: Safran Defense &amp; Space, Inc. is the Original Equipment Manufacturer (OEM) and exclusive owner of the proprietary intellectual property, source code, and firmware baselines for the Sparte tracking antennas and Maestro/ACU/DTR systems. No third-party vendors are licensed, authorized, or certified to develop custom OS images or perform security modifications on these active flight-test range tracking assets.<br />

4. SUBMISSION OF CAPABILITY STATEMENTS: THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS OR QUOTES. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. However, all responsible sources may submit a capability statement demonstrating their ability to meet the Government&#39;s minimum requirements (including proof of proprietary data rights to modify Safran telemetry systems).
