  <p>This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested, and a separate written solicitation will not be issued.</p>
  <p>The solicitation number is <strong>75N98026Q01221</strong>.</p>
  <p>This solicitation is issued as a <strong>Notice of Intent (NOI) for a non-competitive acquisition</strong> and is intended to result in the award of a purchase order without providing for full and open competition.</p>
  <p>The <strong>National Institutes of Health (NIH), Office of the Director, Office of Acquisitions</strong>, intends to negotiate and award a <strong>Firm-Fixed-Price Purchase Order</strong> on a non-competitive basis to:</p>

  <p>for a <strong>Stratasys J850 Digital Anatomy&trade; 3D Printer</strong>, including associated equipment, proprietary software, materials, accessories, and related services.</p>
  <p><strong>DESCRIPTION OF REQUIREMENT</strong></p>
  <p>The NIH requires a specialized multi-material additive manufacturing system capable of producing highly realistic anatomical models for research, scientific investigation, medical modeling, training, device development, and related activities.</p>
  <p>The required system is the <strong>Stratasys J850 Digital Anatomy&trade; 3D Printer</strong>, a multi-material PolyJet additive manufacturing platform specifically designed for the production of realistic anatomical models. The system is capable of producing complex anatomical structures incorporating varying visual, physical, and biomechanical characteristics intended to simulate selected properties of human tissue and bone.</p>
  <p>The proposed acquisition includes the J850 Digital Anatomy Printer and associated Stratasys equipment, proprietary software, materials, accessories, and manufacturer-supported services necessary for operation of the system.</p>
  <p>The J850 Digital Anatomy platform utilizes specialized Digital Anatomy materials, including <strong>TissueMatrix&trade;, BoneMatrix&trade;, GelMatrix&trade;, and RadioMatrix&trade;</strong>, which are designed for applications requiring different physical, mechanical, visual, and radiological characteristics.</p>
  <p>The system also incorporates <strong>Stratasys Digital Anatomy software and anatomical presets</strong> that provide established combinations of materials and printing parameters for the production of complex anatomical models. These capabilities are integral to the Government's intended research applications and reduce the need to independently develop, characterize, and validate alternative materials and printing methodologies.</p>
  <p>The required system must provide an integrated combination of hardware, proprietary materials, software, validated printing parameters, anatomical presets, and manufacturer technical support. The Government's requirement is not limited to the acquisition of a general-purpose 3D printer; rather, it requires a commercially established platform capable of producing realistic anatomical models with the physical and biomechanical characteristics necessary for the intended NIH research applications.</p>
  <p>The J850 Digital Anatomy Printer and associated proprietary Digital Anatomy ecosystem provide capabilities that are not readily available as an integrated solution from alternative manufacturers. Substitution with a different additive manufacturing platform would require the Government to develop and validate alternative materials, printing parameters, anatomical models, and associated workflows. Such efforts would result in additional cost, schedule delays, technical risk, and uncertainty regarding whether the resulting models would satisfy the Government's research requirements.</p>
  <p>Acquisition of the J850 will allow NIH researchers to utilize an established commercial platform with compatible proprietary materials, software, anatomical presets, technical documentation, manufacturer training, warranty support, maintenance, and technical assistance.</p>
  <p>Failure to obtain the required system would prevent or substantially delay planned NIH research activities requiring highly realistic, multi-material anatomical models.</p>
  <p><strong>NON-COMPETITIVE ACQUISITION BASIS</strong></p>
  <p>The Government intends to solicit from a single source based on the unique combination of the required Stratasys J850 Digital Anatomy platform, proprietary Digital Anatomy materials, software, anatomical presets, and associated manufacturer support.</p>
  <p>The Government has determined that <strong>Stratasys, Inc.</strong> is the only responsible source known to the Government capable of providing the required J850 Digital Anatomy system and its proprietary components as an integrated solution meeting the Government's technical requirements.</p>
  <p>The anticipated acquisition is therefore being conducted on a non-competitive basis pursuant to the applicable authority under <strong>FAR Part 6</strong> for acquisitions where only one responsible source can satisfy the agency's requirements.</p>
  <p>Interested parties that believe they can satisfy the Government's requirement are invited to submit a capability statement demonstrating their ability to provide an equivalent system that meets <strong>all</strong> of the Government's stated technical and compatibility requirements.</p>
  <p><strong>CONTRACT TYPE</strong></p>
  <p>The Government intends to issue a <strong>Firm-Fixed-Price Purchase Order</strong>.</p>

  <p>The offeror shall provide pricing for all required items and associated services, including, as applicable, shipping, handling, installation, training, certification, warranty, maintenance, technical support, and other associated costs.</p>
  <p><strong>APPLICABLE PROVISIONS AND CLAUSES</strong></p>
  <p>The solicitation document and incorporated provisions and clauses are those in effect through <strong>Federal Acquisition Circular 2026-01, dated March 13, 2026</strong>, unless otherwise stated in the resulting purchase order.</p>
  <p>The associated <strong>NAICS code is 333249 &ndash; Other Industrial Machinery Manufacturing</strong>, or such other NAICS code as determined by the Contracting Officer to be applicable to the principal purpose of this acquisition.</p>
  <p>This requirement is <strong>not set aside for small business</strong>.</p>
  <p>The provision at <strong>FAR 52.212-1, Instructions to Offerors&mdash;Commercial Products and Commercial Services</strong>, applies to this acquisition.</p>
  <p>The provision at <strong>FAR 52.212-2, Evaluation&mdash;Commercial Products and Commercial Services</strong>, applies to this acquisition. The Government will evaluate quotations based on technical acceptability, price, delivery, and the offeror's ability to provide the required equipment, proprietary software, accessories, materials, installation, training, warranty, maintenance, and technical support.</p>
  <p>The Government may make award based on the initial quotation received without conducting discussions.</p>
  <p>A written notice of award or acceptance of an offer, issued to the successful offeror within the time specified in the offer, shall result in a binding contract without further action by either party.</p>
  <p>The Government reserves the right to accept an offer before the expiration date specified in the offer, whether or not discussions are conducted, unless a written notice of withdrawal is received prior to award.</p>
  <p>Offerors shall include a completed copy of <strong>FAR 52.212-3, Offeror Representations and Certifications&mdash;Commercial Products and Commercial Services</strong>, with their quotation.</p>
